    Brief description of WFP in Uganda

  • WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

  • As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

    Are You Up to the Challenge?

  • We are seeking a qualified individual for the position of Senior Programme Associate (Food Systems), G7 to be based in Kampala. The selected candidate will be employed on Fixed Term Contract (12 months renewable)

    Organizational Context

  • The Job is found in the Uganda Country Offices (COs). The job holder typically reports to a Programme Policy Officer (AMS).

  • Towards the over-arching goal of Zero Hunger, the UN World Food Programme - Uganda's Resilience portfolio aims at household and community resilience by integrating WFP programmes, partnering with development actors especially UN to UN collaboration and providing technical assistance to national and sub-national institutions.

  • The agriculture and market support program constitutes the smallholder development portfolio of the Uganda Country Office and is housed within the broader Food Systems, Nutrition, Gender and Protection unit.

    Job Purpose

  • To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food systems goals. The incumbent is expected to work under minimal supervision and produce organised, accurate work and analytical reports including providing guidance to partners on standard WFP delivery assistance.

    Key Accountabilities

    The incumbent will be responsible for the following duties:

  • Participate in annual activity planning and review.

  • Program operations: support the AMS team in Kampala to coordinate and document meetings, trainings, and events; pre-commit funds, initiate procurement requests, and monitor expenditures in Kampala and the field vis-à-vis costed annual performance plans.

  • Liaise with the Finance Unit in financial reporting to the donors.

  • Coordinate with the Partnership Unit and the field to select CPs.

  • Contribute to programme design discussion and document writing.

  • Support in the synthesis of programme results and provide input into analysis.

  • Provide programme operational support e.g. procurement and partnership management

  • Focal Point for operational inquiries within the Head Office vis-a-vis field offices and partners.

  • Assist in the organisation of meetings and workshops.

  • Organize/participate in public events for WFP programmes.

  • Conduct quarterly activity monitoring field visits.

  • Contribute to the documentation of programme achievements and lessons learnt

  • Manage physical and electronic filing systems

    Standard Minimum Qualifications

  • Education: A minimum of a bachelor’s degree in Agricultural Sciences, Agricultural Economics, Agribusiness, social sciences, development studies, or related field from a
    recognized institution.

  • Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language,

    Desired Experiences for Entry Into the Role

  • At least five (5) or more years of progressive responsible work experience of implementing livelihoods, food security, agricultural development, or market systems development.

  • Experience in livelihoods programming in emergency and complex contexts e.g., refugee or disaster-prone contexts.

  • Demonstrated understanding of the livelihood conceptual frameworks, market systems development or pro-poor market concepts,

  • Experience in humanitarian and development project implementation

  • Experience in monitoring of humanitarian and development projects.

  • Computer knowledge and skills in MS Word, MS Excel, and MS Power point.

    Other Specific Job Requirements

  • Has worked with technical teams (i.e. agricultural market development, livelihoods, market systems etc.).

  • Has contributed to implementation of programmes.

  • Has observed or assisted with policy discussions.

  • Demonstrated basic understanding of WFP’s policies and strategies to perform monitoring and/or evaluation activities and their inter-relationship.

  • Ability to collect and summarize programme data, including information on the status of personas in need, beneficiaries planned and reached for all program assistance modalities and activities.

  • Ability to gather, organise, and provide data on program outputs, processes and outcomes including on technical assistance provided.
