Job Purpose

  • To support WFP's climate portfolio, in particular the forecast-based financing for drought initiative and integration of agricultural insurance in social protection and/or agricutultural support programmes in Karamoja.

  • Based in WFPs’ Kampala office, the expert will provide technical leadership as well as liaise with partner agencies to strengthen coordination and advocacy efforts for the integrated climate risk management approach.

    Key Accountabilities

    (not all-inclusive)

  • Within the Resilience and Social Protection Team, and under the direct supervision of the Livelihoods and Asset creation policy officer, the focus of this role will be to ensure that the emerging FbF portfolio is implemented according to project timelines, integrated across other DRR and DRM and country office Climate Solutions and resilience initiatives and, in coordination with implementation partners and government agencies as needed.

  • The emerging FbF portfolio is composed of the 'Scaling up Drought Anticipatory Actions for Food Security in Africa”, the “Strengthening shock-responsive systems in Karamoja” project, and agricultural insurance project.

    The Programme Officer will be working on various workstreams around the following areas:

    Capacity building and capacity strengthening:

  • Lead of the design and delivery of an index-design training and other capacity building activities, for all stakeholders (i.e. government, private sector, public service providers (UNMA) as well as to WFP National staff

  • Support the development of “last mile climate services” to project focus communities

    Minimum Qualifications

    Education

  • Advanced university degree in agriculture, climate adaptation, disaster risk management, agricultural insurance, meteorology, hydrology, environmental science, or other related field.

    Experience

  • At least eight years of work experience focusing on disaster risk reduction and mitigation, EPR, early warning systems, seasonal and crop forecasting models and/or agricultural insurance.

  • Experience in Uganda, regional EWS and/or WFP climate-related programmes is an added advantage.

  • Qualitative/Quantitative Methodology Applies in-depth understanding of developing practice in analytical approaches, methods and tools for an appropriate mix to deliver quality monitoring results or complex evaluations on diverse topics relevant to WFP’s strategic and operational results frameworks.

  • Technical Communication Able to tailor and synthesize evaluation evidence and engage diverse internal and external stakeholders proactively in appropriate ways to maximize learning and use of evaluation concepts and evidence for improving WFP programme performance.

  • Programme Monitoring and Review Applies programme lifecycle knowledge to the development of monitoring systems and applies corporate guidance to draft ToR, co-lead

  • Programme Review implementation, and draft initial findings and recommendations on the effectiveness of food assistance activities.
