The World Food Programme Somalia activities include food assistance for relief, emergency school feeding, nutrition and food assistance for assets creation through provision of in-kind and cash-based transfers.

Duties and Responsibilities:

Under the direct supervision of the Programme Policy Officer (CBT) and the overall supervision of the Senior Programme Policy Officer, the incumbent will be responsible for the following duties:

  • Assist to ensure that cash-based transfers and related processes within Somalia Country Office are managed according to WFP corporate guidelines, standard and procedures;
  • Liaise with different WFP units (Programme, Procurement, Administration, Finance, Logistics, ICT and Security) to ensure coordinated design and implementation of cash, voucher and in-kind food transfers;
  • Provide effective support to Area Offices in SCOPE related activities to strengthen planning and timely implementation of CBT and In-Kind programming through SCOPE;
  • Liaise with Monitoring and Evaluation unit and Communication focal points to analyse feedback from beneficiaries and provide appropriate responses;
  • Contribute to the preparation of accurate reporting on CBT programmes and activities that enable informed decision making and consistency of information and assist in compiling monthly statistics, required data and figures extracted from SCOPE;
  • Assist in establishing and refining Standard Operating Procedures, internal controls and procedures for effective delivery of cash-based transfers;
  • Assist in reviewing and monitoring interventions in SCOPE, document lessons learnt, advantages and challenges;
  • Participate in WFP’s internal Cash-Based Transfers Working Group (CBTWG) meetings and follow up action points for CBT within set deadlines;
  • Undertake field missions to support Area Offices in CBT and SCOPE related activities;
  • Perform other related duties as required.

    Minimum Qualifications:

  • Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
  • Experience: At least one year of postgraduate professional experience in commerce, business administration, development or food assistance, programme management with national and international NGOs.
  • Language: Fluency in both oral and written communication in English is a requirement.

    Knowledge & Skills:

  • Experience in implementing food security and nutrition programmes, providing input into designing operations and providing input into policy discussions and decisions. General knowledge of UN system policies, rules, regulations and procedures governing the area of work.
  • Training and/or experience utilizing computers, including word processing, spreadsheet and other WFP systems.
  • Demonstrate ability to analyse and consolidate quantitative and qualitative information from different sources (e.g. market studies) to inform programme development and transfer modality selection.
