Org. Setting and Reporting

  • This position is located in the United Nations Mission in South Sudan (UNMISS) Juba. Juba is classified in the "E" category and as a non-family duty station. The roles and functions are more related planning and projects Management. The incumbent is responsible for managing day to day operation of the Field Technology Section (FTS) units plus planning and executing long-term strategic projects.

  • The incumbent should have a wide range of technical skills and experience in Telecommunications, IT and GIS. The incumbent reports directly to the Chief Telecommunication Officer and to the Chief FTS.

    Responsibilities

  • Within delegated authority, the Telecommunications Officer will be responsible for the following duties:

  • Leads the engineering, design, installation and commissioning of various telecommunications systems and networks to include Local-Metro- and Wide Area Networks.

  • Drafts specifications and standards for a wide range of telecommunications equipment such as network switches and routers, telephony switching systems, satellite earth station systems, digital microwave systems, trunked radio systems, and UHF/VHF/HF mobile/repeater and video conferencing systems.

  • Provides support for the development of technical specifications for procurement of equipment; evaluates vendor proposals, performs tests and recommends selection of telecommunications equipment; supports the establishment of equipment and service contracts, and serves as the contract performance evaluator; identifies appropriate standards to procure communications equipment at the least cost and in the most expeditious manner.

  • Establishes performance standards for telecommunications equipment and services and recommends corrective measures to improve service quality and operational performance. Provides support for operation of communications infrastructure from "scratch" at local and wide area levels, including visiting regional sites for technical reconnaissance missions.

  • Provides services related to planning, implementation and maintenance of local and wide area telecommunications networks. Coordinates with UNGSC and OICT NY to enhance operation and maintenance of the Mission's Communications Infrastructure.

  • Provides emergency communications capabilities in support of staff security, including providing a focal point for inter-agency emergency field security communications liaison. Collaborates with the Mission's training unit in the preparation of training modules and other training activities in all aspects of communications technology usage.

  • Prepares and makes presentations on FTS services and equipment to staff and other UN agencies.

  • Ensures effective coordination with other UN agencies to maximize possibilities of inter-agency collaboration in the field of ICT. Supervises junior staff/technicians as required.

  • Performs other related duties as required.

    Education

  • High school or equivalent diploma is required.

    Job - Specific Qualification

  • Certification in CompTIA Security+ is required

  • Certification in ITIL is required

  • Certification in "Prince2" Project Management (Foundation ) is required

  • Certification in COBIT is desirable

  • Training and certification in Business Relations Management is desirable.

  • Training and certification in UMOJA supply chain planning tool for acquisition planning is desirable

  • Technical training and certification in telecommunication, computer science, information systems, GIS and programming is desirable.

    Work Experience

  • A minimum of ten (10) years or (five (5) years with a first level university degree) of progressively responsible experience in the field of telecommunications including experience in developing and overseeing large centralized and globally distributed institutional systems is required.

  • Experience in planning and delivering highly complex projects, and experience in integrating large-scale telecommunications systems is required.

  • Experience in managing large teams of diverse technical skills with regional coordination is required.

  • Experience in UMOJA; requisitioning and asset management is desirable

  • Experience in budget, staffing, and performance management and reporting is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.
