  • This position is located in the Office of the Deputy Executive Secretary for Programme Support, at the Economic Commission for Africa (ECA), in Addis Ababa. The incumbent reports directly to the Senior Programme Officer (Programme Support) under the overall orientation of the Deputy Executive Secretary (Programme Support).

    Responsibilities

  • Within delegated authority, the Special Assistant will be responsible for the following duties:

    • Conducts and coordinates the day-to-day work of the Deputy Executive Secretary by providing liaison services with all variety of clients, especially Divisions under the programme support pillar.

    • Prepares aide memoirs, memoranda and other substantive documents of a broad and complex nature, in coordination with Divisions to support the work of the Deputy Executive Secretary at meetings, on missions and as required.

    • Manages any relevant follow up actions with Divisions under the purview of the Deputy Executive Secretary and ensures timely completion.

    • Responds to relevant substantive correspondences. Arrange audiences, protocol, receive visitors and organize visits of external senior officials as required.

    • Supports the effective coordination of actions relative to the administration of human resource activities.

    • Supports the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued.

    • Provides substantive support to the Deputy Executive Secretary on administrative issues related to the application of justice, procurement, contracts and programme management.

    • Contributes to the preparation and reviews of the work programme and budget of the office.

    • Supports procedures and processes that ensure that accounting and financial management controls are consistent with UN policy and practice.

    • Provides guidance and leadership to more junior staff.

    • Accompany the Deputy Executive Secretary to meetings and conferences and act as a note taker and monitors implementation of actions. Act as a note taker at Senior Management meetings.

    • Perform other duties as required.

    • Planning and Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

    Education

  • An advanced university degree (Master’s or Doctorate degree, or equivalent) in business or public administration, finance, accounting, law or related fields is required. A first-level or advanced degree (Bachelor’s, Master’s or Doctorate degree, or equivalent) in any fields of studies with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.

    Work Experience

  • A minimum of five years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required.

  • Experience in the area of contracts or administrative law is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in either language is required; and knowledge of the other is desirable. Knowledge of another official United Nations language is an advantage.
