United Nations Population Fund Deputy Representative Jobs in Uganda;The Deputy Representative plays a leading role in the design and delivery of the UNFPA Country Programme.
The role ensures day‑to‑day operations of the Country Office, supervises assigned staff, and builds alliances with governments, UN agencies, development partners, civil society, academia, and the private sector to advance the ICPD Programme of Action and the Sustainable Development Goals.
Responsibilities
Programme Leadership
Develop, manage, and monitor the Country Programme in line with the strategic plan
Assess national trends and expand UNFPA’s portfolio in mandate areas
Establish quality standards for project development and delivery
Oversee monitoring and evaluation, ensuring lessons learned are incorporated
Ensure UNFPA mandate areas are reflected in humanitarian preparedness and response plans
National Capacity Development
Develop strategies to strengthen national capacity for ICPD commitments
Promote research and academic institutions to produce and use demographic data
Support health system strengthening for universal access to SRHR
Articulate strategies for rights‑based policies and laws
Foster knowledge sharing and innovative thinking
Partnership & Advocacy
Build collaborative relationships with Government partners
Advocate for ICPD agenda inclusion in national policies and UN frameworks
Liaise with donors and development partners to mobilize resources
Support communication and visibility for UNFPA’s mandate and donors
Management of Resources
Support Representative in managing Country Office work plans and budgets
Provide staff direction, motivation, and career development
Ensure transparent leadership and performance appraisal
Support humanitarian preparedness actions and staff safety compliance
Qualifications
Education
Postgraduate degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, Development, Economics, Public Administration, or related
field
Experience
Minimum 10 years’ professional experience in public administration and international development, including 8 years in population and development, SRHR, or humanitarian work at international level
Experience in programme design, advocacy, policy dialogue, and team leadership
Field experience essential; humanitarian context experience an asset
Languages
Fluency in English required; working knowledge of another UN language desirable
