Org. Setting and Reporting
The position is located in the United Nations Office to the African Union (UNOAU) in
Ethiopia and is based in Addis Ababa. The Security Sector Reform (SSR) Officer is the UNOAU focal point for Rule of law and Security Institutions (RoLSI), and reports to the Senior Political Affairs Section Officer.
The focus of this job is to support the continued implementation of the AU Policy Framework on SSR (2013) as well as the Security Council Resolution 2151 (2014) on SSR and other relevant instruments.

Responsibilities
Within delegated authority, the SSR Officer will be responsible for the following duties: Assists in the development of the strategic partnership with the African Union on SSR; Provide strategic and technical SSR assistance to the AU Political Affairs, Peace and Security Department (AUPAPS )in the planning and development of strategic, technical or operational components of its work; Ensures day-to-day coordination with the UN SSR Unit in DPO and other partners including the UN inter-agency SSR Task Force at UNHQ;

Participate in joint SSR Assessment Missions and follow up missions to AU member states; ensuring coordination with UN agencies and partners; Promotes effective coordination and synergies with other ROLSI programs in order to deliver an integrated approach to SSR;

Provide advice and guidance to counterparts in the AU, AU Member States, AU Peace Support Operations (PSOs) with SSR mandates and RECs and senior mission management on sector-wide strategies and policies, mission plans and directives, best practice, lessons learning and technical standards in relevant area(s) within the AU and UN's overall framework and strategic direction for security sector reform, and on the design, implementation and review of security sector-wide plans and programmes;

Provide the AU with technical inputs to all aspects of SSR strategy/programmes/projects and related activities including on UN and AU SSR guidance; Consults with relevant stakeholders through inclusive and participatory processes, ensuring appropriate integration and linkages with critical areas/components of wider rule of law support to AU Member States; Supports the review and development of the work, reform plans and tasks undertaken by the AU;

Acts as the policy focal point for all UN entities wishing to collaborate with the AU on SSR and responds to requests; Provides guidance to AU and UN SSR colleagues on AU related SSR policy aspects of programme/project development, implementation, monitoring and assessment; directs review of relevant documents; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; and identifies and tracks follow-up actions. Ensures implementation of human rights, HRDDP and gender related policies in all SSR activities; Establish effective working relations and coordination with relevant UNOAU components; Drafts inputs to weekly, monthly and other periodic reports in the area of responsibility. Performs other related duties as required.

Education
An advanced university degree (Master's degree or equivalent degree) in political affairs, business administration/management, public administration, security sector management, international relations or related fields is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.


Work Experience
  • A minimum of seven years of progressively responsible experience in the area/s of security sector reform, political affairs, defense sector reform, security sector governance, strategic support to institutional development, disarmament or a related area is required

  • Experience in rule of law and security institutions strategy or policy development, programme/project planning, management, review and evaluation is required.

  • Experience in a field operation in an international organization, non-governmental organization, or within the United Nations common system (inclusive of peacekeeping, political missions and UN agencies, funds, and programs), preferably in a conflict, post conflict or peace building context, in Africa is required

  • Experience working on political affairs, peace and security issues in support of the African Union and its partner institutions, including Regional Economic Communities/Regional Mechanisms, is desirable.

  • Experience in the coordination, development and implementation of SSR programmes and projects in conflict and/or post-conflict contexts is desirable.

  • Experience in the facilitation of recognized SSR-related training courses is desirable.

    Languages
    English and French are the working language of the United Nations. For this position fluency (both written and oral) in English is required.

    Assessment
    Previously rostered candidates are not subject to any further assessment and as such, will not be invited for such an assessment.
