United Nations Office on Drugs and Crime National Consultant: Technology Governance Expert Jobs in Kenya;UNODC, as the global guardian of UN standards in crime prevention and criminal justice, supports Member States in reinforcing the rule of law and promoting effective, fair and accountable justice systems. Within the framework of the Programme for Legal Empowerment and Aid Delivery (PLEAD II), UNODC aims to strengthen Kenya’s justice sector through digitalization, improved access to justice, and enhanced efficiency.

Purpose of Assignment

To develop a standardized Criminal Case Taxonomy that provides a common Kenyan framework for classifying, identifying and exchanging criminal case information across justice sector systems. This will address fragmentation, duplication and inconsistencies in case records, and operationalize the interoperability principle of the Justice Sector ICT Policy.

Key Deliverables

Agreed workplan and methodology.

Inception Report with desk review findings and tools.

Baseline System Landscape and Data Inconsistency Report.

Master Classification Registry (MCR) in JSON, XML, CSV and PDF.

Unified Data Dictionary and Metadata Schema (JSON Schema/XSD).

Case Information Exchange API Contract (OpenAPI 3.0 YAML).

Validation workshop report.

Legacy System Migration and Crosswalk Playbook (SQL/Python scripts).

Validation Toolkit and Pilot Report (Python validator, Postman collection).

Operational Governance Charter with draft legal notice.

Semantic Versioning Protocol for future updates.

Final consultancy report with annexed deliverables.

Specific Tasks

Conduct inception and current state review of justice sector ICT policies, systems and standards.

Map information systems and undertake gap analysis of classification structures, identifiers and metadata.

Develop conceptual model, hierarchical classification, identifier schemes, metadata requirements and interoperability standards.

Draft and validate Criminal Case Taxonomy

through stakeholder consultations.

Produce governance and sustainability framework.

Submit final consultancy report with all annexes.

Qualifications & Special Skills

Advanced university degree in IT, Computer Science, Information Systems, Data Science or related field (Bachelor’s with 2 extra years’ experience acceptable).

Professional certification in IT governance (COBIT/ITIL), enterprise/data architecture (TOGAF/CDMP), or API design desirable.

Minimum 5 years’ professional experience in ICT governance, enterprise/data architecture, systems integration or digital transformation.

At least 5 years’ experience designing data standards, taxonomies, dictionaries and metadata schemas (JSON/XSD).

Experience with interoperability frameworks and API specifications desirable.

Required experience in legacy data migration (SQL/Python, ETL, crosswalk mapping).

Experience in validation, compliance testing and pilot implementation desirable.

Experience developing ICT governance frameworks and versioning protocols (minimum 2 assignments).

Knowledge of Kenya’s justice sector institutions and systems (CPIMS, Judiciary e‑Filing, Case Tracking) desirable.

Experience with NCAJ or UN development partners desirable.

Languages

Fluency in English required.

Knowledge of French or other UN languages an advantage.
