United Nations Office on Drugs and Crime National Consultant: Curriculum and Instruction Specialist Jobs in Kenya;UNODC, as the global guardian of UN standards in crime prevention and criminal justice, is implementing PLEAD II to reinforce the rule of law, improve access to justice, and increase efficiency and accountability in Kenya’s justice system. The Judiciary has invested in digital recording systems, virtual courts, CTS, and the National Judiciary Transcription Centre. This consultancy will develop a structured training curriculum for court transcribers to standardize practices, build competencies, and integrate emerging technologies.

Objectives

  • Develop a competency‑based curriculum for Judiciary transcribers.

  • Standardize transcription practices across courts and tribunals.

  • Establish a framework for continuous professional development.

  • Build capacity in transcription technologies.

  • Promote compliance with data protection and confidentiality.

    Key Tasks

  • Inception meeting and report.

  • Training needs assessment and stakeholder consultations.

  • Curriculum design and development (modules, guides, exercises, assessments).

  • Stakeholder review workshops and pilot testing.

  • Finalization, approval, and deployment of curriculum.

  • Final consultancy report with outputs and recommendations.

    Qualifications & Skills

  • Advanced university degree in Education, Curriculum Design, Law, Court Administration, IT, or related field.

  • Minimum 7 years’ professional experience in curriculum development/training for adult learners; justice sector experience required.

  • At least 5 years’ direct experience designing competency‑based curricula for in‑person and e‑learning.

  • Experience in training needs assessments, stakeholder consultations, and pilot testing.

  • UN or international organization experience desirable.

  • Strong understanding of adult learning principles and instructional design methodologies.

  • Knowledge of court operations, transcription workflows, legal terminology, and judicial data protection.

  • Proficiency in digital learning tools and platforms (LMS, authoring tools).

    Languages

    Fluency in English required; knowledge of other UN languages an advantage.
