Org. Setting and Reporting
This position is located in the Office of the Envoy of the Secretary General (SESG) to the Horn of Africa in Addis Ababa. Addis Ababa is a family duty station with "B" classification. The Special Assistant, P-3, will report to the SESG

Responsibilities
Within limits of delegated authority, the Special Assistant will be responsible for performing the following duties:

Coordination and Facilitation - Provide substantive and practical support to the SESG in implementing the Mission’s mandate; Keep the SESG informed on all matters requiring his/her personal attention, assist in formulating options as to how those matters might be handled, and ensure appropriate follow-up, as directed; Develop and maintain collaborative relationships with mission components, counterparts at the African Union, the Inter-Governmental Authority on Development and relevant sub-regional organizations, the broader UN family, donors and other national and international partners on coordination and policy matters; Organize and manage the SESG meetings, travels and Mission events, prepare written summaries and conduct follow-up activities, as appropriate; Coordinate/draft correspondence for the SESG’s signature.

Political Analysis, Advice and Reporting - Identify, analyze, and monitor political developments and emerging issues with respect to the implementation of the SESG’s mandate; Coordinate/draft background notes, speeches and talking points, as well as summary and analytical reports including, but not limited to, situation reports, briefing notes, notes to file, code cables and input for the reports of the Secretary-General to the Security Council.

Management - Assist in formulating and managing the implementation of the Office’s programme of work. Perform other relevant duties as requested by the SESG.

Education
Advanced university degree (Master's degree or equivalent) in political science, international relations, social science, economics, law, public administration, or a related field. A first university degree with a combination of two years professional and academic qualifications may be accepted in lieu of the Master's degree or equivalent.


Work Experience
  • A minimum of five years of progressively responsible experience in political affairs, diplomacy, conflict resolution, or related field. Experience in political outreach, facilitation, analysis, advice and reporting is required

  • Experience in the following areas; working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) -or similar international organization or non-governmental organization; working in a conflict or post-conflict setting required

  • Previous experience working in the office of a senior public official and/or as a Special Assistant (or similar) to a senior public official is desirable.

  • Working/liaising with the African Union and/or sub-regional organizations; knowledge of and/or experience of working in the region desirable

    Languages
    English and French are the working languages of the UN Secretariat. For this position, fluency in English (both oral and written) is required and working knowledge of French or Arabic is an advantage; Knowledge of any of the local languages spoken in the Horn of Africa is an advantage.

    Assessment
    Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
