United Nations Office for Disaster Risk Reduction Consultant- Regional Disaster Risk and Preparedness Assessment Jobs in Kenya; The United Nations Office for Disaster Risk Reduction (UNDRR), in partnership with the Economic Community of West African States (ECOWAS) and with support from the European Commission (DG ECHO), is seeking a Regional Disaster Risk Assessment Consultant. The successful candidate will undertake a comprehensive analytical exercise to strengthen regional disaster preparedness and resilience in West Africa by consolidating multi‑hazard risk information and developing a coherent regional risk overview.


Objective of the Assignment

  • Support ECOWAS and UNDRR in strengthening regional disaster risk reduction and preparedness planning.

  • Conduct systematic analysis of existing disaster risk assessments and information tools.

  • Identify key gaps and good practices.

  • Develop a consolidated, multi‑hazard regional disaster risk overview to inform risk‑informed decision‑making.

    Tasks & Responsibilities

    Inception Phase and Methodological Framework
  • Develop an inception report outlining methodology, analytical framework, data collection tools, and workplan.

  • Define scope and approach for assessing risk information systems.

  • Identify key stakeholders and establish a stakeholder engagement plan.

    Analysis of Risk Assessments and Information Tools
  • Compile, review, and analyze existing disaster risk assessments and methodologies across ECOWAS Member States.

  • Assess data availability, quality, accessibility, and use in decision‑making.

  • Identify gaps, overlaps, inconsistencies, and good practices.

  • Produce structured analytical outputs with findings and recommendations.

    Development of the Regional Disaster Risk Overview
  • Synthesize multi‑hazard risk information across countries.

  • Integrate data on hazards, exposure, vulnerability, and transboundary risks, including gender and disability dimensions.

  • Produce a coherent regional risk profile to support preparedness and response planning.

  • Structure outputs for integration into ECOWAS platforms, including MyDEWETRA.

    Stakeholder Consultation and Reporting
  • Organize and facilitate stakeholder
    consultation workshops.

  • Incorporate stakeholder inputs into final outputs.

  • Deliver inception report, structured analysis, and validated regional disaster risk overview.

    Qualifications / Special Skills
  • Advanced university degree (Master’s or equivalent) in disaster risk management, civil protection, environmental sciences, geospatial sciences, public policy, or related field.

  • First‑level degree with two additional years of experience may be accepted.

  • Minimum of 7 years’ relevant professional experience in disaster risk reduction, emergency preparedness, or related fields at regional or international level.

  • Experience in risk assessment, vulnerability analysis, and disaster risk management programmes desirable.

  • Experience with ECOWAS systems or African regional institutions required.

  • Technical knowledge of multi‑hazard risk assessment methodologies and GIS‑based risk mapping desirable.

  • Strong analytical and synthesis skills, with ability to integrate multi‑country data.

  • Experience in stakeholder engagement within complex regional environments desirable.

    Languages
  • Fluency in English and French required.
