Org. Setting and Reporting

The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the Director-General of UNON is the representative of the Secretary-General in Kenya.

UNON supports programme implementation of the United Nations Environment Programme (UNEP), the United Nations Human Settlements Programme (UN-Habitat) and the Resident Coordination System (RCS) globally, as well as other UN offices in Kenya, by providing administrative, security, conference and information services (www.unon.org).

The Contract Manager position will be located in the Programme Management Section and will report to the Senior Programme Management Officer (SPMO) for the UNON Conference Facilities Capital Project, Division of Administrative Services, UNON.

Responsibilities

Under the general oversight and direction of the Senior Programme Management Officer,
the incumbent will be responsible for the Contract Management required for the planning and execution of the Conference Upgrade project, entailing the renovation and upgrade of the existing conference facilities in Nairobi over an 8 year period.

The project will be executed in line with the established project scope and key performance indicators, which includes large-scale relocation of the existing conference functions of the organization, while ensuring business continuity of conference operations for major UN Secretariat clients including United Nations Environment Programme (UNEP) and United Nations Human Settlement Programme (UN-Habitat) running conferences at the UN Nairobi complex throughout the construction. In this context. Within delegated authority, the Contracts Manager will be responsible for the following duties:

• Manage all external vendor contracts related work of the Programme Management section.

• Ensure the effective implementation of contracts, set up monitoring systems to ensure effective delivery and implementation.

• Develop and implement operational plans, Standard Operating Procedures (SOPs), initiatives and projects relating to contract compliance and management;

• Liaise with senior management and provide recommendations to ensure that contracts are properly developed, awarded and managed;

• Ensure all relevant inputs on budget and acquisition planning;

• Support the procurement process including providing input to Statement of Works (SOW), LCC/HCC presentations, development of technical evaluation criteria, assistance with evaluation of vendor proposals and guidance during contract formulation, drafting and negotiation;

• Ensures contract implementation including the development of a quality assurance plan to provide a systematic, structured method to evaluate services and products;

• Assist in contract closures including identifying, memorializing and disseminating best practices and lessons learnt and performing contractor assessment;

• Coordinate and supervise all efforts by the Project team to enforce the contract in consultation with UN HQ, as appropriate, and liaising with other Services/Departments, including handling of claims and disputes, demanding specific performance, claiming against warranties, and other contractual remedies;

• Coordinate and supervise all efforts towards the resolution within the terms and conditions of the contract of conflicts/problems arising in cases of poor performance or non-compliance with contractual obligations;

• Coordinate relevant audit responses;

• Ensure that the Section maintains complete and accurate electronic and hard copy records to ensure proper accountability;

• Develop and ensure the implementation of the Section’s work program;

• Establish performance indicators in relation to
Contract Management;

• Develop Contract Risk assessments and risk mitigation plans, including mitigation measures.

• Ensure delivery of professional Contract Management and Procurement expert training to Project team and requisitioners as necessary.

• Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

• Perform other duties as required.

Competencies

Professionalism:

Demonstrated knowledge in the field of contract and project management, including knowledge of quality assurance, supply/distribution contracts; Practical knowledge of management of commodity and service contracts in a construction project; demonstrated responsibility and very good knowledge of UN financial rules; procurement manual and contracts management policy, ability to develop, maintain and supervise management control systems.

Accountability:

Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments.

Communication:

Speaks and writes clearly and effectively; Listens to others, correctly interprets messages from others and responds appropriately; Asks questions to clarify and exhibits interest in having two-way communication; Tailors language, tone, style and format to match audience; Demonstrates openness in sharing information and keeping people informed.

Education

  • Advanced University degree (Master’s degree or equivalent) preferably in business administration, architecture, engineering, procurement, commerce, public administration, law or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

  • A minimum of seven (7) years of progressively responsible professional experience in supply
    chain, project management and logistics support are required.

  • Seven (7) years of experience in Procurement of global service contracts, of which 5 years
    firsthand experience on Contract Management is required.

  • Experience in managing design and/or construction contracts in the UN system or international organisations is desirable.

  • Experience in Contract Performance and Reporting Tool (CPRT) is desirable.

  • Experience and knowledge of the UN or similar international organization rules, regulations and working practices pertaining to field missions is desirable.

  • 2 years or more of experience in data analytics or related area is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. Knowledge of French is desirable.
