Org. Setting and Reporting

  • The position is located in the Capacity Development and Training Unit of the Programme Development Branch with the Global Solution Division in Nairobi.

  • The Global Solutions Division (GSD) is responsible for providing programmatic direction for UN-Habitat and is responsible and accountable for the programmatic delivery of UN-Habitat’s Strategic Plan. The Division leads the tools and methodology production and the integration of the various substantive competencies towards effective delivery of the Strategic Plan and the mandate of UN-Habitat. It provides substantive training to staff members and supports capacity development of Member States and partners.

  • The Programme Development Branch is responsible for bringing together normative and operational expertise to implement the Strategic Plan by developing high-quality integrated global programmes that respond to the needs of Member States and donors.

  • It supports programme development across the Agency, including through capacity development and training. It also supports the strengthening of the capacity of governments at all levels to address the social, economic, environmental and crisis dimensions of sustainable urbanization to improve living conditions for all.

  • The Capacity Development and Training Unit is responsible for combining knowledge, research, tools, skill development and training into a coherent capacity development package for national, local government institutions, training institutions, UN-Habitat staff and other partners. It makes use of the knowledge and information generated from across UN-Habitat in the production of learning and capacity building tools, manuals and course companions for global application and dissemination, including via digital innovation for learning.

  • The Unit is tasked with developing and monitoring UN-Habitat’s capacity building strategy and internal evaluation capacity, ensuring integration of capacity development as a cross-cutting function in the Agency, strengthening in-house training and presentation techniques, and developing and maintaining capacity building and learning portals.

  • The position reports to the Chief of Unit.

    Responsibilities

  • Responsibilities: Within delegated authority, the Associate Programme Officer will be responsible for the following duties:

    • Works with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects, including the Capacity Building Strategy; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

    • Supports the implementation of UN-Habitat’s Capacity-building Strategy and specifically the digital innovation component. Support the creation, management and optimization of existing online platforms and online capacity building tools using instructional design and content management methods. Supports the delivery of digital capacity-building products by providing technical expertise and content management.
    Assists in preparing communication and dissemination strategies.

    • Carries out basic research on selected aspects of programmes, operations and other activities, to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources.

    • Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.

    • Assists in performing consulting assignments, in collaboration with the client, by planning facilitating workshops and other interactive sessions and assisting in developing the action plan the client will use to manage the change.

    • Contributes to the preparation of various written outputs, this includes drafting background papers, analytical notes, sections of reports and studies, and inputs to publications.

    • Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, and handling logistics.

    • Undertakes outreach activities; participates in the development of training workshops, seminars; participates in and makes presentations on assigned topics/activities.

    • Participates in field missions, including provision of substantive and administrative support and data collection.

    • Coordinates activities related to budget funding (programme/project
    preparation and submissions, progress reports, financial statements) and preparation of related documents/reports (pledging, work programme, programme budget).

    • Performs other duties as required.

    Work implies frequent interaction with the following:

  • Counterparts, officers, and technical staff in relevant Secretariat units and in UN funds, programs and other UN specialized agencies. Representatives and officials in national and local governments, international organizations, think tanks, international and national training institutes, universities and academia representatives, consultants.

    Results Expected:

  • Effective development of a substantive capacity development and training portfolio for UN Habitat, mainstreaming of capacity development as a cross-cutting function across the agency and strengthened external and in-house capacities through training, databases, and learning portals.

  • Provides well researched and sound analysis of issues and developments affecting Programme/ project development, administration, and implementation, etc. Provides thorough, well-reasoned written contributions. Effectively, and in a timely manner, liaises and interacts with colleagues and concerned parties internally and externally.

  • Technological Awareness: Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.

    Education

  • A first-level university degree in urban planning, sustainable development, business administration, communications, information technology, management or a related field is required.

    Work Experience

  • A minimum of 2 years experience required: of progressively responsible experience in project/ programme management, capacity building, technical development of digital on-line learning tools, and administration

  • Experience in developing capacity building tools and materials is required.

  • Prior experience in the area of sustainable urban development is desirable.

  • Experience with the United Nations is desirable.

  • Experience in facilitating and leading capacity building activities is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and working knowledge of another official United Nations language is an advantage.
