Org. Setting and Reporting

This position is located within the United Nations Mission in the Republic of South Sudan (UNMISS). The Transport Officer will be based in Juba. Juba is classified as an “E” duty station, and it is a non-family duty station. The Transport Officer will report to the Deputy Chief of Transport Section.

Responsibilities

Within delegated authority, the Transport Officer will carry out the following duties:

• Determines the overall requirements for UN-owned vehicles and associated assets in close liaison with the Chief Transport Officer (CTO) and Transport Budget and Finance Office..

• Develops and implements the Mission Vehicle Acquisition Plan in order to ensure that the mission fleet is optimized to meet the requirements.

• Makes recommendations as for the optimum means of vehicle acquisition, with due consideration to the unique aspects of the mission, which includes the operation of mostly armored vehicles, and where most vehicles are operated by dispatch drivers.

• Ensures that assets are received, issued and disposed according to UN regulations and rules.

• Monitors vehicle utilization through either monthly trip tickets or, in missions so equipped, through the Electronic Vehicle Monitoring System (EVMS). Install EVMS (carlogs) and training other colleagues in the carlog installation.

• Compiles periodic reports and documentation regarding fleet status and deployment for onward transmission to UN Headquarters in order to permit budget and operational planning.

• Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

• Tracks and records fleet disposition at all times in order to analyze and project future needs.

• Monitors distribution of non-expendable transport assets.

• Ensures that records are maintained for non-expendable transport assets, including records in fleet management databases.

• Draft SORs needed for the transport operations, ensuring that requirements and specifications are accurate and complete and obtain funds availability certification from Transport budget and finance office.

• Engage in reviewing the bid responses and conduct operational and technical evaluation and analysis of the bids to ensure that offers meet technical requirements and operational needs.

• Liaise with commercial insurers and the United Nations insurance specialists to ensure that coverage on goods and equipment is adequate.

• Coordinate acquisition requisition process and gross demand planning with purchasing authorities to ensure that bidding and approval processes meet required timetable in liaison with Transport budget and finance office.

• Lead or act as member of Technical Evaluation process to ensure compliance with Procurement SOP’s and manuals including adequate certification requirements.

• Advise on the serviceability status of vehicular equipment and on the disposal of the unserviceable equipment to be timely renewed or replaced.

• Prepare vehicle accessories list prior acquisition/requisition of vehicles and equipment, based on analysis and statistics and other documents required.

• Ensure vehicles are adequately allocated to other offices as per the existing mission policies and within the approved ratio and fully implements the Vehicle Replacement Policy.

• Ensure proper hand over take over is recorded in UMOJA for all Transport Assets.

• Organize appropriate training and predelivery inspection for all newly received
assets and equipment.

• Ensures that vehicle write-off cases are processed in accordance with the established procedures and deadlines.

• Provides inputs for statistical report on transport fleet utilization and composition.

• Supervise staff to obtain maximum productivity.

• Performs other related duties as required.

    Education

  • High school diploma or equivalent is required.

    Job - Specific Qualification

  • A valid National Driving License is required. Must attach license in the "Other Information" section in the application.

  • Knowledge of UN Procurement rules and certifications of UN Procurement Training Campus (all modules) is required. Must attach certificate in the "Other Information" section in the application.

  • Prove relevant experience and certification for using Supply Chain Tool for Gross Demand planning in UMOJA is required. Must attach certificate in the “Other Information” section in the application. Must attach certificate in the "Other Information" section in the application.

  • Knowledge and Certification of Contract & Risk Management or Acquisition/Requisition Training is desirable. Please attach certificate in the "Other Information" section in the application.

  • Relevant training in Transport Fixed Assets Management is required. Must attach certificate in the “other information” section in the application.

    Work Experience

  • A minimum of ten (10) years of progressively responsible experience in motor vehicle transport operations, multi-modal transportation, logistics management or a related field in a UN entity or similar international or NGO organization is required. The minimum years of relevant experience are reduced to 5 years for candidates who possess a first level University degree.

    Experience in transport/fleet management and planning in an international environment, in particular in United Nations peacekeeping operations is required.,

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
