Org. Setting and Reporting

  • The position is location in the United Nations Mission in the Republic of South Sudan (UNMISS) in Juba. Juba is classified as a "E" duty station and a non-family duty station. The incumbent reports to the Chief of Service, Political Affairs.

    Responsibilities

  • Within delegated authority, the Senior Political Affairs Officer will be responsible for the following duties:

    Planning, Coordination and Facilitation:

  • Provides substantive and practical support to the Chief of the Political Affairs Service in implementing mandated responsibilities;

  • Develops and maintains collaborative relationships with mission components, the authorities, political leaders, civil society actors at the national and subnational levels, the broader UN family and other national and international partners on coordination and policy matters.

    Political Analysis, Advice and Reporting

  • Identifies, analyzes and monitors political developments and emerging issues with respect to the implementation of the Mission's mandate;

  • Plays a leading role in the Mission’s efforts to support the constitution making process of South Sudan;

  • Assesses implications and make recommendations to the Chief of the Service on possible policies, strategies and other measures to address issues of concern, especially constitution making process and to advance mandated objectives.

  • Coordinates/drafts summary and analytical reports including, but not limited to, situation reports, briefing notes, notes to file, code option papers and input for the reports of the Secretary-General to the Security Council; Provides advice and assessments on political issues both within South Sudan and in the region.
    Management

  • Formulates and manages the implementation of the Mission's programme of work, including through support to planning and budgetary processes, supervises, mentors and evaluates staff; as require.

    Education

  • Advanced university degree (Master's degree or equivalent degree) degree in political science, international relations, international economics, social sciences, humanities, law, public administration, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • A minimum of ten years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, governance, peace, conflict resolution or related field, extensive experience in political outreach, facilitation, analysis, advice and reporting is required.

  • Experience working in a field operation in an international organization, non-governmental organization, or within the United Nations common system (inclusive of peacekeeping, political missions and UN agencies, funds, and programs), in a conflict or post-conflict setting is required.

  • Experience of constitution-making or review processes in post-conflict contexts is required.

  • Experience managing a multi-dimensional team is desirable.

  • Experience working in or on Africa on political issues is desirable.

  • Experience of legislative development in the region is desirable.

  • Experience working in Sudan and South Sudan is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
