Org. Setting and Reporting

  • This position is located in the Electoral Assistance Service of the United Nations Mission in South Sudan (UNMISS), Juba. Juba is classified in the "E" category and as a non-family duty station. The incumbent reports directly to the Principal Electoral Officer.

    Responsibilities

  • Within delegated authority, the Senior Liaison Officer (Electoral) will be responsible for the following duties:

    • Coordinate the provision of day-to-day support to, and liaison with, the Mission leadership and the host governments, including supporting overall coordination of mandate implementation with regard to support in all aspects of the electoral process in accordance with Mission priorities, and providing policy and substantive guidance as required.

    • Coordinate closely with the Office of the SRSG, Deputy SRSGs and other Mission components, develop, maintain, and foster collaborative relationships and partnerships with mission substantive and support components.

    • Provide technical advice and support to the National Election Commission, including the establishment and coordination of field operations, infrastructure and information and communications technology development, voter registration processes, registration of political parties and candidates, accreditation of observers, polling, counting, results management, training, civic and voter education.

    • In coordination with the Mission Support Division, ensure that all electoral operations are conducted effectively by addressing policy guidance, logistics and operational requirements in a timely manner.

    • Ensure efficient integration with relevant UNMISS components and the United Nations country team in areas of shared responsibilities in the electoral process.

    • Identify key issues with special focus on the political mandate of the Mission to support the Peace Process and the use of good offices to facilitate the participation of the Mission leadership in the implementation of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan(R-ARCSS).

    • Monitor and report on regional dynamics that may impact on the peace process including developments in neighboring countries and other regional states. In this regard, prepare position papers and recommendations for the attention of Mission leadership.

    • Lead and support the development and implementation of strategic partnerships with the relevant actors. Identify influential contacts and liaise with the Protocol section to schedule and facilitate meetings for the SRSG and the other members of the Mission leadership.

    • Organize, prepare and contribute to written outputs, including reports, background briefs, talking points, correspondence, and other communications products as required on developments and partnerships with stakeholders and other actors.

    • Provide substantive backstopping, logistics and representational support for visits by mission leadership to the field as required. Manage the functioning of the office including budgetary, logistics, and administrative aspects including individual performance (e-Pers); provide substantive and other guidance to office staff to ensure effective and efficient discharge of duties.

    • Perform additional functions, in line with his/her responsibilities, as assigned by the Principal Electoral Officer or an officer designated by the Offices of the SRSG and DSRSG-Political.

    Education

  • Advanced university degree (Master's degree or equivalent) in social sciences, political science, international relations, international economics, law, public administration, anthropology, economics, or related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • A minimum of ten years of progressively responsible experience in the field of electoral operations, diplomacy, political affairs, international relations, humanitarian affairs or related area at the national and/or international levels is required.

  • Field experience and knowledge of UN peacekeeping operations is desirable.

  • Knowledge of strategic and /or operational partnership issues with regional organizations/ arrangements, and experience in building such partnerships is desirable.

  • Experience working in Sub-Saharan Africa is desirable

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
