Org. Setting and Reporting

This position is located in the Office of the Chief of Staff, United Nations Mission in South Sudan (UNMISS), Juba. Juba is classified in the "E" category and as a non-family duty station. The incumbent reports directly to the Chief of Staff.

Responsibilities

Within delegated authority, the Senior Liaison Officer will be responsible for the following duties:

• Liaise closely with the Mission Chief of Staff on policy matters as the Senior Advisor on Policy on the overall Mission operations, activities, and mandate implementation to achieve the Mission's goals, priorities and objectives in an integrated manner as aligned to the strategic vision of the Special Representative of the Secretary General.

• Assist the Mission Chief of Staff in providing oversight on Mission's policies and directives, SOPs and guidance; coordination of Mission's operational priorities across all the mission pillars, including analysis, tracking and contingency planning on substantive and operational management and cross cutting policy issues.

• Provide support and liaise on issues related to Mission Support to ensure a clear understanding and balance between the operational priorities of substantive side and the capacities within the Mission to ensure the use of best existing capacities for achieving Mission's objectives and priorities, including through liaising with the Headquarters and the field level.

• Coordinate closely with the relevant Heads in the Office of the SRSG, Deputy SRSGs and other Mission components, develop, maintain, and foster collaborative relationships and partnerships with mission substantive and support components, Act as the Deputy to the Mission Chief of staff and act in his/her absence.

• Attend and coordinate relevant substantive and operational meetings and briefings and facilitate High-Level visits to the mission and coordinate the activities of the Protocol Unit and the Front Office of the Chief of Staff.

• Liaise and coordinate strategic level engagements with Ministry of Foreign Affairs of the Host Country as required in line with the mission mandated priorities, host Government relations' priorities, SOFA and other legal frame \work and international conventions, liaise and maintain close working relationship with officials of State institutions, Political parties, UN system, civil society organizations and other actors.

• Coordinate and facilitate high level engagements between the Mission and the Government and its relevant entities, in particular the High-Level Coordination Forum and its resultant Technical Level bodies aimed at improving relations, coordination and collaboration, strategic and operational problem solving, and performance of the Mission.

• In the absence of Senior Advisor on Operations, provide oversight and coordinate issues related to the Field Offices, including reporting, facilitating Senior Management and other peacekeeping stakeholder visits to the States and Field Offices.

• Review and process code cables, correspondence, and related documents from the relevant sections before submission to the Chief of Staff for clearance.

• Act as the Mission Gender Parity Focal point and ensure the implementation of the SG's overall Gender Parity Directive and the Missions' strategies through close coordination with the Gender Parity Task Force and other relevant Mission components and the AFPs.

• Support the Mission Chief of Staff in the discharge of duties related to the Human Rights Due Diligence Policy (HRDDP) including acting as co-chair of the task force as needed.

• Support the Mission Chief of Staff in the oversight functions of the work of the Strategic Planning Unit
and Best Practices Unit

• Perform additional functions in line with his/her responsibilities, as assigned by the Chief of Staff including travel to States in support of UNMISS mandated tasks and partnerships.

    Education

  • Advanced university degree (Master's degree or equivalent) in social sciences, political science, international relations, international economics, law, public administration, anthropology, economics, or related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • A minimum of ten years of progressively responsible experience, in the field of diplomacy, political affairs, international relations, humanitarian affairs or related area at the national and/or international levels is required.

  • Field experience and knowledge of UN peacekeeping operations are required including interagency coordination at the leadership.

  • Knowledge of strategic and /or operational partnership issues with regional organizations/ arrangements, and experience in building such partnerships is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required.
