Org. Setting and Reporting

This position is in the United Nations Mission in South Sudan (UNMISS) Procurement Section's Unit 3. The incumbent usually works under the supervision of Unit Supervisor or Section Chief.

Responsibilities

Within delegated authority, the Procurement Assistant will be responsible for the following duties:

• Review specification and scopes of requirements for goods and services to ensure that they are concise, generic, and unambiguous and amended them to ensure efficient procurement.

• Prepare source section plan for the required goods and services.

• Prepare solicitation document which accurately and fully reflect the requirements.

• Review the technical evaluation reports (TERs) to ensure that the evaluation criteria specified in the solicitation documents are followed during the evaluation of bids/proposals/quotations.

• Perform commercial evaluation of the proposal submitted.

• Ensure that the recommendations resulting from commercial evaluations are logical, justifiable and in accordance with the UN Financial Regulation and Rules.

• Prepare Purchase Orders/Contracts and monitor the delivery of Purchased goods and services.

• Monitors status of existing requisitions, maintain contact with suppliers to ensure timely delivery of goods and services.

• Consistently applies appropriate policies, guidelines, procedures, and processes.

• liaises with concerned parties at all stages of the procurement process

• Maintain close cooperation with internal stakeholders by providing ongoing feedback as needed (e.g. Procurement process, status of cases etc.) to facilitate better and timely communication and problem solving.

• Update the maintenance of all logs used to monitor/record the Units activities.

• Performs other duties as assigned.

    Education

  • High school diploma or equivalent is required.

    Job - Specific Qualification

  • Professional certification in supply chain such as Chartered Institute of Purchasing and
    Supply Certification (CIPS Level 4) or equivalent is desirable.

    Work Experience

  • A minimum of five (5) years of professional experience in procurement, contract management, contract administration or related area is required.

  • Experience in procurement or closely related functions within the UN common system or other comparable international organization is desirable.

  • Experience working with Enterprise Resource Planning (ERP) system (such as Umoja SAP) or similar system is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English oral and written is required.
