Org. Setting and Reporting

This position is located within the United Nations Mission in the Republic of South Sudan (UNMISS). The Movement Control Assistant will be based in Juba. Juba is classified in the "E" category and as a non-family duty station. The Movement Control Assistant reports to the Movement Control Officer or his designate.

Responsibilities

Within delegated authority, the Movement Control Assistant will carry out the following duties:

• Supervises the receiving and shipping of cargo to ensure that quantities, destination, and routing are correct.

• Ensures that paperwork is correct and the items are loaded safely and correctly.

• Ensures that aircraft are loaded in accordance with passenger and cargo load plans.

• Ensures that incoming luggage/cargo is handed over to the respective passenger and/or delivered in accordance with the manifest.Informs passengers of aviation safety requirements prior to embarkation.

• Liaises with GSS for accommodation and local authorities for custom and immigration issues pertaining to training material and instructors.

• Coordinates with Air Operations Centre, and Aviation Safety personnel at the airport.

• Compiles manifests.

• Provides flight schedules, route and timing information.

• Ensures that dangerous goods are transported in accordance with the applicable international Dangerous Goods Regulations.

• Monitors the movement of cargo, records and maintains all relevant details related thereto.

• Records passenger and cargo statistics.

• Supervises passenger clerks and cargo handlers to ensure that all movements of personnel, goods and equipment are carried out in accordance with UN rules, regulations and safety procedures.

• Assists in the preparation of cost estimates and budgets related to MOVCON trainings and in the verification and processing of movement-training related invoices.

• Ensure training rooms, training material and participants are organized and well informed prior to commencement of training

• Maintain training database of all MOVCON staff (International, UNV and National staff)

• Ensure all MOVCON MHE are serviceable in all stations and maintain database of the same.

• Monitor training and upon completion of course follow up with vendor for course report results, certificates and invoices.

• Analyze passenger and cargo manifest for accuracy of details.

• Performs other related duties as required.

Work implies frequent interaction with the following:

• Staff of the work section, Air Operations, Aviation Safety and Security staff.

• Procurement, IMTC and Logistics staff.

Results Expected:

A well-organized and efficient Movement Control Unit capable of arranging the safe and efficient transportation to and from the field mission of both civilian and military personnel as well as equipment and goods. The planning, coordination and monitoring of multiple passenger and baggage/cargo movement activities simultaneously in an effective and timely manner. The provision of timely and well explained information on aviation safety requirements and related UN rules, regulations and safety procedures, flight schedules and travel bookings to field mission staff.

    Education

  • High school or equivalent diploma is required.

    Job - Specific Qualification

  • A valid driver's license and ability to drive manual transmission vehicles are required. Please explain how you meet these requirements and attach copy of your valid license in the attachment section.

  • Technical or vocational certificate in movement control, multi-modal transportation, airline operations, logistics management or a related field is desirable.

  • A valid IATA and/or IMO Dangerous Goods Certificate is required. Please attach copy of your certificate in the attachment section.

    Work Experience

  • A minimum of six (6) years of progressively responsible experience in movement control, multi-modal transportation, and airline operations or logistics management including planning and scheduling of passengers and cargo, dangerous goods requiring special handling, rotation/repatriation/deployment of military and police units is required.

  • Experience in preparing passenger / cargo manifests and documentation relating to at least two modes of transportation is required.

  • Experience in international operations in a post conflict environment is required.

  • Experience in the preparation of compliance analysis and statistical reports is required.

    Languages

  • English and French are the working languages of the United Nations. For this position advertised, fluency in English is required. Knowledge of Arabic is desirable.
