Org. Setting and Reporting

This position is located in the United Nations Mission in South Sudan (UNMISS), Juba. Juba classified in the "E" category and as a non-family duty station. The Human Resources Assistant (Data Analysis) reports to the Human Resources Officer.

Responsibilities

Within the delegated authority, the Human Resources Assistant (Data Analyst) will be responsible for the following duties:

Reporting and Data Analysis

• Prepares a wide range of HR related reports and statistics

• Conducts data analysis of HR Performance metrics and implement mechanisms to better monitor and track the section's activities.

• Designs and develops reporting templates based on new or ad hoc information requirements.

• Assists in developing Share Point based HR databases, trackers, data repositories, collaboration site etc.

  • Independently provides full range of data analysis assistance at all phases of a data analysis initiative, typically, a large and highly complex component of the departmental data analysis initiatives, seeking guidance only in exceptional circumstances.

    • Serves as a focal point for coordination, monitoring and expedition of data analysis activity, involving extensive liaison with diverse parts of the organization to request data and to communicate data needs to other parts of the organization. Follows-up on requests made by other team members and coordinates activities.

    • Drafts correspondence and communications related to all aspects of data analysis, including information on available data sets, data catalogs and data analysis, revisions and other related issues, as well as preparing unit contributions for a variety of periodic reports.

    • Documents requirements, background information and methodology used for data analysis

    • Contributes to the provision of advice on how data can be utilized to improve decision making within the knowledge domain

    • Contribute to the search for approaches and methods that will lead to innovative data products

    Application Support

    • Assigns and maintains user roles for mission end users of FSS, HR applications, Umoja, Sharepoint.

    • Acts as problem escalation point for end users of HR systems.

    • Monitors problems to resolution; detects problem patterns and recommends solutions;

    • Serves as focal point for coordination and deployment of new HR information systems/applications/platforms involving extensive liaison with technical support teams from diverse parts of the organization

    • Prepares user documentation for deployed computer application systems, training materials and conducts periodic training and coaching to end users of HR systems.

    • Assists in mapping out internal business workflows to realize maximum benefits from available information systems.

    • Monitors continuous staff movements and org unit changes in relation to user access mapping

    • Acts as section focal point to ensure that HR systems in use in the mission are properly included in the Disaster recovery and Business Continuity plan.

    Staffing Table Administration & Post Management

    • Closely liaises with DOS, Hiring Managers, CHRO and Budget Office, to maintain staffing table and perform post management functions ensuring all authorized posts are created in accordance with the approved budget document.

    • Constantly updates post redeployments and raises relevant Personnel Actions, to ensure there are no discrepancies between the various
    HR systems used to record staffing and post information.

    • Closely coordinates with other HR colleagues, recruitment focal points in client missions, DOS ensuring that appropriate documentation is submitted and staffing and post changes are implemented in a timely manner for real-time information.

    • Prepares and submits staffing tables and standardized reports on HR related issues to senior management, hiring managers, and other stake holders.

    General

    • Provides other administrative support functions such as drafting various correspondence which may require signature/approval of Chief of Unit, Human Resources Section.

    • Provides guidance and training to new/junior staff.

    • Performs other duties as assigned.

    Education

  • High school or equivalent diploma is required.

  • Relevant certification in Human Resources Partner (HR Partner) is required. Please attach the certificate

  • Relevant certification in Business Intelligence and Analytics Software is required. Please attach the certificate

    Work Experience

  • At least eight (8) years of progressively responsible experience in the field of human resources management, administration or related field is required.

  • Experience working with large and complex data, preparing and presenting complex HR data analytics and reports is required.

  • Hand-on experience with dashboard design is required.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.
