Org. Setting and Reporting

  • This position is located in the Engineering Section of the United Nations Mission in South Sudan (UNMISS) Juba. Juba is classified in the "E" category and as a non-family duty station. The Facilities Management Officer reports to Chief of Section/Unit and is responsible to coordinates the technical and general maintenance activities in the mission facilities, operations and functions related to, but not limited to Ground Maintenance, Accommodation, and Sanitation, etc.

    Responsibilities

  • Under the overall supervision of the Chief of Section/Unit, the Facilities Management Officer is responsible to oversee the technical and administrative work in implementing the technical and general maintenance activities of facilities and operations of the Mission.

  • Implement and monitor all major construction projects in the Mission in a timely manner as tasked. Establish and maintain positive work relationships with Area of Operations and/or Battalion Engineers tasked in the Mission to ensure that coordination of materials and logistical support is provided. These duties are not all inclusive nor are all duties carried out by all Facilities Manager and may differ depending on the requirements of the mission.

  • Within delegated authority, the Facilities Management Officer at this level will be performing the following duties:

    Operations

    • Oversee technical and administrative work in the technical and general engineering activities in the missions, related to construction and maintenance activities such: ground maintenance, accommodation, etc.

    • Implement projects, or parts of larger projects, relating to the construction or repair of buildings, facilities or related structures.

    • Coordinate specific work projects with other units within the section.

    • Oversee and evaluate work performed by contractors.

    • Monitor and report on progress of engineering projects.

    • Manage and control engineering assets at the work site.

    • Follow up on correction of defects in material or workmanship of contractor’s work during the warranty period of the contracts.

    •Helps Engineering project team to apply sustainable/environmental design technics, during design development process.

    Administration

    • Manage budget allotments for engineering works being responsible for.

    • Plan, direct, and coordinate activities of either UN staff and/or contractor’s staff, including outsourcing type of contracts, and all related administrative work and supervision of personnel.

    • Plan and design specifications for projects.

    • Conduct site visits for assessments and draft project schedules and cost estimates for construction, repair/maintenance of facilities

    • Determine materials, dimensions and quantities to be included in project specifications.

    • Develop statements of work for contractual services.

    • Oversee technically evaluating bids and proposals for construction projects.

    • Identify resource requirements for his/her area of responsibility in connection with budget preparations.

    • Prepare and follow-up work orders for engineering works.

    • Liaise in coordination with a Chief Engineer regularly with Security and Safety, Environmental, Health and Logistics Services.

    • Coordinate with engineers and other civilian or military specialists in the mission to agree on work requirements and priorities.

    • Periodically provide inputs for assessment of performance levels of assigned local and international staff.

    • Perform other duties as assigned by the supervisor or the Chief of Section/Unit.

    Education

  • High school diploma or equivalent is required.

    Job - Specific Qualification

  • Certification in Project /Programme Management methodology by an accredited body (ie. PMP, PGMP, PRINCE 2 Foundation Project Management certification or practitioner level is desirable.

  • Supplemental academic qualifications or training in Civil Engineering; Business Management; Contract Administration; or related area is desirable.

    Work Experience

  • At least ten (10) years of progressively responsible experience in technical, administrative and supervisory areas in the maintenance and operations of facilities is required. The minimum years of relevant experience is reduced to five (5) years for candidates who possess at least a first level University degree.

  • Knowledge of methodologies for project planning, execution and evaluation of engineering compliance standards is required.

  • Experience in designing engineering projects with proven drafting skills for project documents is desirable.

  • Experience in managing support services of international operations in a post conflict environment is desirable.

  • Experience providing facilities management services to or in a field operation of the United Nations Common System or a comparable international organization is desirable.

  • Experience managing performance-based service contracts, managing high dollar value complex contracts is desirable.

  • Proficiency in using Auto CAD, Revit, Adobe Pro Microsoft Office applications, MS Project is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of a second United Nations official language is an advantage.
