Org. Setting and Reporting
The position is located in the United Nations Mission in South Sudan (UNMISS).

The United Nations Security Council adopted resolution 2567 (2021) deciding that UNMISS’s mandate is designed to advance a three-year strategic vision to prevent a return to civil war in South Sudan, to build durable peace at the local and national levels, and to support inclusive and accountable governance and free, fair, and peaceful elections in accordance with the Revitalised Peace Agreement.

The position is based in Juba and is located in the Electoral Affairs Division. The Electoral Officer (Voter Registration/ITC) will be under the direct supervision of the Senior Electoral Officer.

Responsibilities
The Electoral Officer (Voter Registration/ITC) will assist the Electoral team of UNMISS, in carrying out the following duties and responsibilities:
• Maintain a close working relationship with, and advise, the South Sudanese electoral authorities throughout the planning and implementation of the voter registration, and broader electoral, process;
• Assess previous voter registration methodology and provide technical advice on voter registration options based on comparative experience and international best practices;
• Support the design and implementation of electoral programs and processes in the fields of IT and communication technology and data processing/analysis;
• Support, in coordination with relevant institutions, the development of IT processes and infrastructure for the collection of data regarding female participation and provide advice to national authorities on appropriate measures for data capture of gender disaggregated information;
• Support the South Sudanese electoral authorities in the review and evaluation of their existing IT systems and recommend improvements in light of international best practices;
• Assist in assessing information technology requirements with reference to the voter registration process, candidate registration and results and disputes management;
• Assist in the design, implementation and monitoring of data processing operations;
• Advise on mechanisms and necessary tools to ensure data and IT equipment security;
• Provide technical advice on IT applications in all phases of electoral operations, as needed;
• Recommend and facilitate the implementation of specific programmes and activities aimed at strengthening the technical and operational capacity of the electoral authorities;
• Provide support, technical assistance and advice in the above areas, as required;
• Contribute to capacity-building of national counterparts and strengthening of national institutions;
• Establish and maintain professional and productive partnerships with national counterparts and other key stakeholders and partners in the electoral process;
• Provide regular briefings and reports in the assigned area of responsibility;
• Supervise and manage the performance of national and international staff assigned to the area of responsibility;
• Perform other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in Computer Science, Information and Communications, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.


Work Experience
  • A minimum of seven (7) years of progressively responsible experience in delivering electoral operations, including in an international context, is required.

  • At least three (3) years of experience in supervising, implementing, supporting or advising electoral management bodies on voter registration and ICT is required.

  • Previous experience in managing and coordinating complex projects is required.

  • Experience in developing countries is required.

  • United Nations electoral experience in a peacekeeping operation, political mission and/or a UN agency or other relevant international electoral experience is required.

  • Experience in post-conflict situations is desirable.

  • Previous experience of managing teams of different backgrounds and nationalities is desirable.

    Languages
    English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (spoken and written) is required

    Previously rostered candidates are not subject to any further assessment and as such, will not be invited for such an assessment.
