Under the guidance of the Chief of Communication and Public Information, within delegated authority, the consultant will:

Assist with the development of a new UNMISS electoral communications strategy.

  • Collaborate with Heads of CPI Units and other senior communications personnel, including the Chief of Radio Miraya, Head of Digital and Social Media, and Head of Community Outreach, as well as the Electoral Affairs, Political Affairs, and Civil Affairs Divisions to develop new communications approaches, campaigns, and content to strengthen public understanding of, and engagement in, electoral and political processes.

  • Provide a summary of the outcomes of these consultations, including recommendations for a new dedicated electoral communications strategy, to the Chief of Communication and Public Information.

    Build the capabilities of UNMISS communications personnel to provide impartial, fair, accurate and balanced reporting during electoral processes and to conduct innovative and inclusive in-person outreach activities to help enhance the civic space and public participation in electoral processes

  • Develop and deliver 2 five-day training sessions to strengthen basic news and current affairs reporting skills and electoral-specific reporting skills for Radio Miraya and digital/social media personnel.

  • Develop and deliver training to build the capabilities of Community Outreach personnel to conceptualize and implement innovative campaigns and activities that help expand the civic space and increase public understanding of, and engagement in, electoral processes.

    Build the capabilities of South Sudanese media to provide impartial, fair, accurate and balanced reporting before, during, and after elections

  • Develop and deliver one two-day workshop to
    strengthen basic news and current affairs reporting skills as well as electoral-specific reporting skills for 15 South Sudanese journalists.

    Qualifications/special skills

  • Advanced university degree (Master's or equivalent) in journalism/communications, international relations, political science, or related fields. A first level university degree with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

  • At least 10 years’ experience working in journalism or strategic communications is required. Tertiary qualification in a relevant discipline such as Journalism or Communications.

  • Experience leading journalistic or strategic communications teams and activities during electoral processes is required.

  • Experience in journalism or strategic communication in conflict-affected locations is required.

  • Experience in communication for the United Nations or a similar international organization providing electoral support is desired.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both oral and written English is required.
