Org. Setting and Reporting
This position is located within the Office of the Chief of Staff in the United Nations Mission in the Republic of South Sudan (UNMISS), Juba is classified in the "E" category and as a non-family duty station. The Data Specialist will report to the Chief of Staff through a senior officer designated by the Chief of Staff.

Responsibilities
Within delegated authority, the Data Specialist will be responsible for the following duties:
• Coordinate the development and implementation of a mission specific data strategy that defines the overall approach, specific outcomes and benchmarks and management structure for Mission’s effective use of data in its decision making, situational awareness and operations for its mandate implementation
• Translate organizational needs into analytics and reporting requirements to support decisions, strategies and workflows with data and information
• Coordinate data initiatives across the Mission and collaborate with and support Mission components and sections to identify data analytics needs and support data-driven projects to help resolving their business problems with data
• Strengthen data collection, integrity and reporting across workstreams in SAGE, CPAS and other platforms and tools, and oversee the management of SAGE
• Identify, analyze, and interpret trends or patterns, using machine learning techniques, statistical methods to identify relevant features and variables in structured and unstructured sources of information and data
• Oversee and allocate resources to the building of analysis, reporting and quality control capabilities
• Conduct full data analytics lifecycle analysis, including data requirements, activities and design
• Ensure technically sound execution of data analytics projects
• Pilot specific cases to translate immediate requirements into prototype solutions that enhance mission wide data integration and analytics and oversee their subsequent full implementation
• Build and reinforce skills, talent and cultural for data usage, while keeping track of trends and developments in data analytics best practices, tools, etc.

Work implies frequent interaction with the following:
Collaborate with teams across the Mission components and sections, in particular the Joint Mission Analysis Centre (JMAC), the Joint Operations Center (JOC), the Strategic Planning Unit (SPU), the Business Analysis and Compliance Section (BACS) and the Field Technology Section (FTS) of the Mission; Establish and maintain relationships with counterparts, senior officers and technical staff in relevant Mission components and in UN agencies, funds and programs, as well as representatives and officials in national governments, international organizations, consultants, and NGOs.

Results Expected:
The Data Specialist turns data into information, information into insight and insight into business decisions. Through a range of data-driven products, the Data Specialist helps the Mission identify and communicate facts, trends, and patterns to support evidence-based decision-making, strategy development, and strategy execution. The Data Specialist achieves integration of data and data initiatives across the Mission through the development and implementation of the mission specific data strategy.

Education
Advanced university degree (Master’s degree or equivalent) in international affairs, political science and other related field in social science, computer science, data science, analytics, statistics, information management, public administration, management or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.


Work Experience
•A minimum of seven years of progressively responsible experience in research and reporting, applied analytics, business intelligence, information management, statistics, project management, stakeholder management, conflict analysis, planning or related area is required.

•Experience in using data to advance decisions, strategies and execution is required.

•Experience in coordinating a multi-stakeholder collaboration initiative or change management initiative is required.

•Experience with self-service analytics and data visualization applications (MS PowerBI, Qlik, Tableau or similar), business intelligence tools (SAP Business Objects, etc.) or database management tools (SAGE, etc.) is desirable.

•Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) -or similar international organization or nongovernmental organization- in a conflict or post-conflict setting is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.

Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
