Org. Setting and Reporting

This position is located in the Common Services Coordination Unit of the United Nations Support Office in Somalia (UNSOS). The incumbent will be based in Nairobi and report to Chief, Operations and Resource Management Pillar.

Responsibilities

Within limits of delegated authority and under the overall supervision of Chief, Operations and Resource Management, the Logistics Officer is responsible for the following duties:

  • Provides effective and timely planning, oversight, management and coordination of logistics support operations
  • Integrates and monitors the implementation of logistics support plans
  • Coordinates field requests for assistance with the relevant offices at UN Headquarters and permanent missions to the UN
  • Develops policy and procedures documentationfor DOS field logistics support
  • Liaises between field missions and Headquarters staff on logistics matters and coordinates day-to-day support of logistics operations
  • Plans and co-ordinates logistics support to new, sustaining, expanding, contracting and liquidating peacekeeping operations and other field missions and other peacekeeping operations
  • Under guidance and/or delegation by the respective offices, plans, establishes and directs a fully integrated, field mission joint logistics operations center in accordance with existing UN directives; provides effective management and successful coordination of logistics support activities of multi-national civilian, military and inter-department staff
  • Manages logistics field operations
  • Participates in or leads technical survey missions and verification missions to troop/police-contributing countries
  • Ensure the monitoring of DOS material and personnel movement operations
  • Ensures that logistics requirements take account of gender-specific needs
  • Develops plans and procedures for assessing Mission service provisions and assist to establish the cost recovery rates, in consultation with Budget and Finance Section
  • Facilitate and manages the establishment of cost recovery rates for Mission service provisions, to include drafting letters to the United Nations Country Team, Diplomatic communities and customers for notification or amendment of the cost recovery activities , including monitoring of Account Receivables and following-up with UN agencies, Embassies, NGOs and other international organizations and vendors
  • Participate in Common Service management team and operation management team of the United Nations Afencies, Funds and Programmes and its relevant working groups (Budget and Finance committees)
  • Assumes responsibilities of certifying officer
  • Mentor new/junior officers
  • Performs any other duties as required.

    Education

  • Advanced university degree (Master’s degree or equivalent) in logistics, business administration, Public Administration, engineering, or related field. A first-level university degree in combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • A minimum of seven years of progressively responsible experience in surface and/or air transport, logistics operations in military, commercial or international organisations, or related area. Working/management within a Mission support Centre (MSC), Joint Logistics Operations Centre (JLOC), Joint Support Operations Centre (JSOC) environment is highly desirable. Common Shared Services experience is highly desirable. Prior experience in peacekeeping operations is also desirable.

    Languages

  • English and French are the working languages of the United Nations. For this position, fluency in oral and written English is required.

    Assessment

  • Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
