United Nations Programme Management Officer Jobs Opportunities in Kenya


Introduction

The United Nations Environment (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus, by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

Responsibilities

  • Propose, design and supervise substantive research, studies, and prepare and review reports, and publications relating to ocean governance issues in the WIOSAP and SAPPHIRE Projects.
  • Prepare briefing notes and speeches for senior staff and make presentations on ocean governance, and development management related issues for specialist or non-specialist audiences.
  • Propose, design and supervise research analyzing key trends to continuously enrich the substantive work of the WIOSAP and SAPPHIRE Projects.
  • Prepare materials for detailed annual workplans for policy and ocean governance related activities.
  • Assist in drafting workplans for implementation of the policy and ocean governance related activities in the selected countries.
  • Draft Memoranda of Understanding (MOUs) on policy and ocean governance activities with collaborating agencies.
  • Review all policy and ocean governance related reports prepared and submitted to the Project Management Unit by consultants, national and regional institutions and provide feedback.
  • Review all policy and ocean governance related reports prepared and submitted to the Project Management Unit by national and regional institutions, Non-governmental organizations (NGOs), Community based organizations (CBOs) and provide feedback.Intergovernmental support

    Qualifications

  • Knowledge and understanding of theories, concepts and approaches relevant to particular sector, functional area or other specialized field.
  • Ability to identify issues, analyze and participate in the resolution of issues/problems.
  • Speaks and writes clearly and effectively; Listens to others, correctly interprets messages from others and responds appropriately.
  • Develops clear goals that are consistent with agreed strategies;
  • A minimum of seven (7) years of relevant progressive experience in organizations with mandate or relevancy to the marine and coastal environments or a related area is required.

    Responsibilities

  • Plans, organizes, conducts and manages investigations of cases of alleged misconduct, malfeasance, mismanagement, waste of resources, abuse of authority, sexual exploitation and abuse (SEA), and violations of United Nations rules, regulations and administrative instructions
  • Leads and supervises a team of investigators and coordinates the investigative activities of team members; defines the parameters and timetable of an investigation
  • Decides on the investigative tools to be employed; gathers evidence; prepares testimony for tribunals; obtains and reviews pertinent documentation
  • Conducts interviews and takes statements; analyses facts, determines findings and formulates recommended corrective measures and related disciplinary and jurisdictional actions; drafts
    reports and communications
  • Works collaboratively with colleagues to achieve Organizational goals in accordance with ID/OIOS standard operating procedures and in compliance with organizational regulations and rules; manages the financial resources and logistics of the unit

    Qualifications

  • Knowledge of theories, concepts and approaches relevant to criminal and administrative investigations.
  • Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately;
  • Works collaboratively with colleagues to achieve Organizational goals; solicits input by genuinely valuing others' ideas and expertise;
  • Serves as a role model that other people want to follow;
  • Advanced university degree (Master's degree or equivalent degree) in law, international law, criminal investigations, police studies, or a related field.
  • A minimum of seven years of progressively responsible experience in investigatory work, including criminal or administrative investigations, is required.
