Org. Setting and Reporting
This position is located in the African Union (AU), Economic Commission for Africa (ECA) and the African Development Bank (ADB) Joint Secretariat Support Office (JSSO), in the Office of the Deputy Executive Secretary (OES). Incumbents typically report to an officer, senior officer, or head of unit/section.

Responsibilities

  • Assisting in compiling, summarizing and presenting basic information/data on specific programmes/projects and related topics or issues
  • Assisting in compiling, summarizing and entering data on project delivery, identifying shortfalls in delivery, budget overruns etc., and brings to the attention of the manager.
  • Assisting in the review of project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedure prior to submission for final approval and signature, identifies inconsistencies, distributes project documents to relevant parties upon approval;
  • Supporting budget revisions, verifies availability of funds, ensures necessary approval and entry in computerized budget system
  • Processing and following up on administrative actions e.g. recruitment and appointment of personnel, travel arrangements, training /study tours, authorization of payment disbursement of funds, procurement of equipment and services, etc.
  • Providing general office assistance, responds to information requests and inquires, reviews logs and routes incoming correspondences, sets up and maintains files/records;
  • Organizes meetings, workshops and other forums, trainings and gatherings;
  • Handles routine administrative tasks, such as maintaining attendances records, assessing telephone billings, etc.
  • Assists in the overall administration of the department/division, i.e. provides substantive and administrative support in managing priorities and work flow of the manager and of the work unit; coordinates and monitors multiple and diverse activities and work processes to ensure that management directives and decisions are properly carried out and products delivered in a timely manner.
  • Compiles and analyzes basic data from a variety of sources (including UMOJA), summarizing and presenting conclusions for review by manager. Serves as a communications link between supervisor and senior staff; on behalf of supervisor, keeps others informed by conveying directives, reports, status updates and other relevant information; brings sensitive and urgent matters to the attention of the manager.
  • Takes full responsibility for time management and scheduling on behalf of manager with appropriate consultation as required; effectively prioritizes and resolves related conflicts and competing demands. Screens and prioritizes all incoming correspondence;
  • Compiles relevant background documents and references; identifies issues requiring the manager’s attention and refers others to relevant officer for appropriate disposition; monitors and follows-up on actions to be taken. Independently handles a wide range of complex information requests and inquiries (e.g. answer requests requiring file or other research); responds, or drafts responses, to a diverse range of correspondence and other communications.
    • Establishes/improves administrative procedures and systems to ensure smooth functioning of the department, including filing (paper and electronic) systems. Handles a wide range of administrative duties/processes (e.g. leave and attendance records, timesheets, travel arrangements, visa applications, expense statements, telecommunications charges, equipment purchase, service and supply requisitions, conference room bookings, etc.).
  • Performs other duties as assigned.

    Qualifications

  • High school diploma or equivalent. Must have passed the United Nations Global General Services Test (GGST) at Headquarters or an equivalent locally-administered test at Offices Away.
  • At least 7 years of progressive experience in programme or project administration, or related area. Exposure to the work of African Union and/or African Development Bank is an asset.
  • English and French are the working languages of the United Nations Secretariat. For the
    post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
  • Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Org. Setting and Reporting
    This position is located in the Knowledge Services Section, Public Information & Knowledge Management Division at the United Nations Economic Commission for Africa (UNECA).
    The incumbent works under the direct supervision of the Chief, Knowledge Services Section and the overall guidance of the Director of the Public Information & Knowledge Management Division: :


    Responsibilities

  • Under the direct supervision of the Chief Knowledge Services Section, the incumbent will be responsible for the following duties:
  • Reviews a variety of sources to identify appropriate materials that meet the information needs of the Organisation and its information clientele;
  • Assists in the provision of complete bibliographic descriptions of items through cataloguing operations to be added to the collection by identifying bibliographic elements;
  • Performs collection maintenance using knowledge of various classification systems and libraries’ specialized collection arrangements;
  • Receives and reconciles all invoices for inter-library loan charges and submits for payment.
  • Provides document delivery services from sources of information not found in libraries’ collections, selecting appropriate source from commercial vendors, external libraries, on-line commercial databases, or the internet;
  • Maintains statistics on service and usage for assessing usefulness and relevance of materials used for users in order to improve the relevance of Library collection as well as workload measures;
  • Provides technical support and instruction to library patrons using electronic resources and reference tools;
  • Undertakes relevant research and performs searches on a wide range of full-text databases and e-journal collections to locate specific information resources requested;
  • Carries out needs assessment of the clientele and user profiling in order to provide tailored information resources to the users;
  • Develop Selective Dissemination of Information and Current Awareness materials including bibliographies, research guides/libguides, lib-alerts, library digest to keep the users current and informed on services provided;
  • Assists in the development of content for the KLSS website and other related sites;
  • Maintains a close relationship with the researchers in the Divisions and SROs in order to provide effective, specialist and highly regarded information services.
  • Provides administrative support for the section and unit chief and undertakes other duties as assigned.
  • Assists with book-talks, open house displays, knowledge seminars, exhibitions and cultural activities etc.

    Requirements

  • High school diploma or equivalent is required. University Degree in Library or Information Science or equivalent is an advantage. Must have passed the United Nations Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices Away.
  • More than 10 years of experience in library work, archives, information network administration or related field.
  • Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage
  • Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
