United Nations Human Settlements Programme Urban Finance & Economy Specialist Jobs in Kenya;The consultant will provide technical analysis and strategic tools to strengthen municipal finance and OSR in refugee‑hosting counties, reporting to the Team Lead on Finance and Economy.
Key Responsibilities
Diagnostic Assessment
Map institutional landscape across county, national, humanitarian and community actors.
Review legal, policy and governance frameworks affecting revenue generation.
Assess service delivery responsibilities, gaps and unfunded mandates.
Estimate scale and cost of current service needs.
Conduct literature review on local government finance and OSR.
Assess existing revenue instruments and identify opportunities to improve billing, collection and enforcement.
Analyse county assets, liabilities, revenues, expenditures and fiscal sustainability.
Identify cost‑saving opportunities and financing options.
Strategy & Reform Design
Develop case studies on public land use and land‑value capture.
Assess realistic revenue options (market fees, permits, transport charges, commercial land/asset revenues).
Explore digital tools and asset inventories to improve revenue administration.
Develop OSR strategies and phased implementation roadmaps for each county.
Capacity Building
Draft a Practice Knowledge Tool on Municipal Revenue Enhancement & Financing.
Stakeholder Engagement
Consult with county/municipal officials, national government, humanitarian partners and private sector.
Prepare high‑quality reports, presentations and technical notes.
Represent
UN‑Habitat Finance and Economy team in meetings and external forums.
Provide administrative and project management support as needed.
Qualifications & Experience
Advanced university degree required; first‑level degree plus 2 years’ additional experience acceptable.
At least 2 years’ relevant work experience in public finance, public policy or local economic development.
Experience in OSR or municipal finance desirable.
Prior experience in developing countries desirable.
Experience with international development agencies (e.g., UN) desirable.
Languages
Fluency in spoken and written English and Kiswahili required.
Knowledge of another official UN language (Arabic, Chinese, French, Russian, Spanish) an advantage.
