United Nations Human Settlements Programme Senior Urban Programme Development Specialist Jobs in KenyaThe United Nations Human Settlements Programme (UN‑Habitat) is seeking an International Contractor to support programme development and implementation in West Africa, with a special focus on the Sahel. The role will provide senior technical expertise in housing, slum upgrading, basic services, land management, and resilience programming, while strengthening partnerships and supporting EU‑funded projects in Burkina Faso and Mali.

Key Responsibilities

Programme Development

  • Develop at least two sub‑regional/multi‑country concept notes or project proposals.

  • Support funding negotiations and link proposals with UN‑Habitat thematic tools.

  • Carry out scoping or support missions to refine project proposals.

    Country Programme Support

  • Provide senior technical advice to at least four country programmes.

  • Expand portfolios in line with identified needs and funding opportunities.

    Technical Expertise – EU‑Funded Projects

  • Provide expertise in community participatory planning and social cohesion.

  • Support land management, adequate housing, and basic services design.

  • Contribute to local economic development strategies and communication of results.

    Coordination & Liaison

  • Liaise with UN‑Habitat Headquarters to align proposals with global knowledge.

  • Support project acquisition processes through the Project Review Committee.

    Ultimate Result of
    Service

  • Development of urban projects and programmes based on needs and funding opportunities in West Africa.

  • Senior technical support for EU‑funded projects in Burkina Faso and Mali.

    Qualifications

  • Advanced degree in urban planning, urban management, architecture, engineering, or international cooperation required.

  • First‑level degree with two additional years of experience may be accepted.

  • Minimum 7 years’ professional experience in human settlements, urban planning, or development at regional/international level required.

  • Strong understanding of UN‑Habitat’s mandate and operations desirable.

    Languages

  • Fluency in English required.

  • French desirable.
