United Nations Human Settlements Programme Senior Strategic Advisor Jobs in Kenya

UN‑Habitat; is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities and to advance adequate housing, land, and basic services for all.

The Regional Programme Division (RPD) is UN‑Habitat’s primary delivery platform for translating the Strategic Plan 2026–2029 into results at regional and country levels. RPD strengthens organizational effectiveness through an integrated business model that reinforces the nexus between normative and operational work, improves programme governance, and promotes a unified approach to programme delivery.

Objectives

Support realization of the UN‑Habitat Strategic Plan 2026–2029.

Strengthen organizational alignment and operational coherence across HQ, ROs, and COs.

Enhance programme development, quality, positioning, and resource mobilization readiness.

Reinforce programme governance, accountability, and implementation discipline.

Support prioritization and sequencing of strategic initiatives.

Develop frameworks, tools, and guidance for strategy realization.

Foster continuous improvement through organizational learning and knowledge management.

Provide executive‑level strategic advice to the Director, RPD.

Key Responsibilities

Executive Advisory Support

Provide strategic advice and analytical support on divisional priorities.

Prepare executive briefing notes, discussion papers, and decision‑support materials.

Support prioritization of strategic initiatives.

Engage with Regional Directors, senior management, HQ divisions, and partners.

Integrated Business Model & Strategy Realization

Support implementation and refinement of the integrated RPD business model.

Translate priorities into institutional frameworks and operational approaches.

Strengthen governance arrangements, roles, and accountability.

Identify opportunities to improve organizational effectiveness.

Programme Development & Strategic Positioning

Strengthen programme development methodologies and design.

Support integrated programme approaches linking normative and operational work.

Provide inputs into programme concepts, pipelines, partnerships, and donor positioning.

Develop guidance to strengthen programme quality and results articulation.

Programme Governance & Institutional Alignment

Strengthen governance frameworks, quality assurance, and oversight.

Develop management and implementation frameworks.

Facilitate leadership consultations

and alignment processes.

Support organizational realignment processes where required.

Continuous Improvement & Knowledge Management

Identify opportunities to strengthen processes and performance.

Develop standardized tools, templates, and guidance.

Capture lessons learned and promote cross‑regional knowledge‑sharing.

Strengthen internal communication and shared understanding of priorities.

Qualifications

Advanced university degree in International Development, Public Administration, Governance, Organizational Development, Management, Public Policy, Communications, or related discipline required.

First‑level degree with 2 additional years of experience may be accepted.

Work Experience

Minimum 10 years’ progressively responsible international experience in strategy realization, organizational effectiveness, programme development, or performance required.

Experience providing strategic advisory support to senior executives desirable.

Experience developing and implementing organizational business models desirable.

Extensive experience strengthening programme development, governance, and donor narratives desirable.

Experience in fragile or politically complex contexts highly desirable.

Experience in humanitarian, development, or UN environments desirable.

Languages

Fluency in written and spoken English required.

Knowledge of another official UN language an asset.
