Org. Setting and Reporting

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

The position is in the Programme Development Branch of the Global Solutions Division of UN-Habitat and supports the implementation of the Global Flagship Initiative SDG Cities, focusing initially in Ghana and Anglophone Africa. The SDG Cities programme in Ghana involves knowledge exchange between Norwegian and Ghanaian cities.

Global Solutions Division (GSD) is responsible for providing programmatic direction for UN-Habitat and is responsible and accountable for the programmatic delivery of the Strategic Plan.

The Division leads the tools and methodology production and the integration of the various substantive competencies towards effective delivery of the Strategic Plan and the mandate of UN-Habitat. It provides substantive training to staff members and supports capacity development of Member States and partners.

The Programme Development Branch (PDC) is responsible for the overall coordination of programme development. It brings together normative and operational expertise supporting high-quality integrated programmes that maximize results across the outcomes and the domains of change in the Strategic Plan.

It builds on concrete demands of national and local governments, strengthening the capacity of government and urban stakeholders at all levels to address the social, economic, environmental and crisis dimensions of sustainable urbanization.

The Branch also focuses on supporting global programme development to strengthen normative capacity and knowledge generation to increase impact and influence, through strategic partnerships.

The Programme Officer reports to the Inter-Regional Advisor with an additional reporting officer Senior Human Settlements Officer for West Africa and Mozambique.

Responsibilities

  • Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes
    programme/project development and implementation; reviews relevant documents and reports; identifies
    problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.

  • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.

  • Researches, analyzes and presents information gathered from diverse sources.

  • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.

  • Coordinates training and knowledge exchange, including North-South collaboration between Norwegian and Ghanaian cities.

  • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.

  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.

  • Provides substantive backstopping to consultative and other meetings, conferences, etc., to
    include
    proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes
    presentations on assigned topics/activities.

  • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.

  • Coordinates activities related to budget funding (programme/project preparation and submissions,
    progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work
    programme, programme budget, etc.).

  • Performs other duties as required.

    Competencies

Knowledge of electronic data maintenance, including appraisal, conservation and migration management; records preservation and description. Ability to conduct research and provide recommendations on information management trends.

Allocates appropriate amount of time and resources for completing work. Foresees risks and allows for contingencies when planning. Monitors and adjusts plans and actions as necessary. Uses time efficiently.

    Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.

    Languages

  • Fluency in English (both oral and written) is required; knowledge of Norwegian language is desirable. Knowledge of another UN official language is an advantage.
