United Nations Human Settlements Programme Local Community Engagement Expert Jobs in Kenya;UN‑Habitat Somalia Programme seeks qualified Local Community Engagement Experts to support Phase II of the Saameynta Programme. The role focuses on facilitating community participation, municipal liaison, inclusive land governance, housing models, and durable solutions for displacement‑affected communities.
Responsibilities
Community Engagement & Municipal Liaison
Facilitate meaningful community participation in programme implementation.
Liaise with municipal departments and government counterparts on inclusive land governance.
Coordinate consultations, awareness campaigns, and participatory planning sessions.
Support monitoring of Agreements of Cooperation (AoC) with municipal authorities.
Stakeholder Coordination
Maintain close relationships with municipal departments, community leaders, and partners.
Organize coordination meetings and consultations with displacement‑affected communities.
Prepare reports, meeting minutes, and follow up on agreed actions.
Represent UN‑Habitat in local coordination meetings on Durable Solutions.
Contribute to project reports, success stories, and social media content.
Inclusive Land Governance
Support Social Tenure Domain Model (STDM) activities, land tenure regularization, and settlement mapping.
Track land dispute mechanisms and issuance of tenure documents.
Compile quarterly disaggregated data on tenure security.
Support property taxation awareness in Bosaso and land reclamation initiatives in Baidoa.
Housing Models & Policy Support
Facilitate community engagement in settlement planning.
Coordinate housing assessments and
consultations.
Support municipal task force meetings on housing.
Link housing models to the National Housing Policy and catalogue of best practices.
Qualifications & Special Skills
First university degree in Social Development, Community Engagement, or related field (Mandatory).
Advanced studies in Social Science, Development Studies, or Business Administration desirable.
Minimum 2 years’ relevant professional experience with public‑sector institutions (Mandatory).
Demonstrated experience in community engagement and project implementation with government institutions and stakeholders (Mandatory).
Knowledge of humanitarian and development issues, including gender mainstreaming (Desirable).
Previous experience with the UN or international organizations (Desirable).
Languages
Fluency in English and Somali required.
