Org. Setting and Reporting

The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities.

UN-Habitat helps the urban poor by transforming cities into safer and healthier places with better opportunities. It works with organizations at every level, including all spheres of government, civil society, and the private sector.

The position is located in the External Relations, Strategy, Knowledge and Innovation Division (ERSKI) of UN-Habitat in Nairobi, Kenya. ERSKI is responsible for strategic planning, programmatic direction and operationalization of UN-Habitat's focal point role for the New Urban Agenda in the UN system and for coordination of Emergency Programmes.

The World Urban Forum (WUF) Coordination Office is responsible to coordinate the implementation of the WUF programme.

The World Urban Forum contributes to the compilation of inputs on the implementation of New Urban Agenda and urban dimension of Sustainable Development Goals (SDGs) for the WUF and to coordinate the substantive and operational organization of the WUF every two years, including advocacy, building up and promotional activities and follow up on the outcome documents from the WUF.

The Associate Programme Officer reports to the World Urban Forum Coordinator and will be responsible for the following duties:

Responsibilities

• Works with key clients to facilitate the development, implementation and evaluation of the WUF; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Carries out basic research on selected aspects of programmes, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources.
• Provides substantive and administrative support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.
• Assists in performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
• Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
• Participates in field missions, including provision of substantive and administrative support, data collection, etc.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
• Contributes to the collection and analysis of data and identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
• Documents requirements and background information used for data analysis.

Human Resource Management:

Undertakes actions related to the administration of the unit’s human resource activities, e.g., recruitment, placement, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
• Assists in programme administration, including provision of assistance to or supervision of contractual employees and General Service staff, formulation of consultant and institutional.
• Provides information regarding conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
• Provides information on unit’s staffing needs for inclusion in department’s staffing table.
• Performs other duties as required.

Education

  • An advanced degree in business administration, management, economics or a related field is required.

  • A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

    Work Experience

  • A minimum of 2 years of progressively responsible work experience in programme administration and management in a high level office is required.

  • Experience in managing multiple processes and projects in a complex environment in the United Nations or similar international organization is required.

  • Experience in collaborating with intergovernmental and/or UN bodies is desirable.

  • Experience with multi-cultural international institutions and with diverse partners is desirable.

  • One (1 ) year or more of experience in data analytics or related area is desirable.

    Languages

  • Fluency in English or French, (both oral and written) is required. Knowledge of another UN official language is desirable.
