The Inspection and Evaluation Division (IED) of the Office of Internal Oversight Services (OIOS) is undertaking a thematic evaluation on incorporation of climate related security risks in peace operations. The objective of the evaluation is to assess as systematically as possible the opportunities, efforts and challenges of peacekeeping operations and special political missions to integrate and operationalize climate-related security risks.

This evaluation assesses three intermediate outcomes:

a) Readiness: Peace operations are ready to consider and integrate climate-related security risks in their planning and implementation.

b) Peace operations have started to integrate climate related security risks into their upstream and downstream work (e.g., programming, prevention, dispute resolution, peacebuilding, political affairs, advocacy and convenings.

c) Coherence: Climate-related security risks are addressed coherently, i.e., there is adequate complementarity and coordination among key players

OIOS-IED seeks Expressions of Interest (EoI) from qualified junior to mid-level evaluation consultants to review selected peace operations’ documents to examine the extent to which they consider and incorporate climate related security risks in analysis, planning, implementation, and reporting. The selected missions include case studies: UNSOM, UNMISS, UNOWAS, and other relevant missions: UNAMA, UNFICYP, UNISFA, MONUSCO, MINUSMA. OIOS-IED will provide the required documents for the assignment.

Specifically,

  • The consultant will review mission mandates to track reference to climate related security risks language and difference/similarities across missions over the years.
  • Examine extent to which mission planning documents (concept notes, workplans, budgets) incorporate climate related security risk.
  • Assess the number and description of initiatives/activities that incorporate climate related risks and early results.
  • Analyse budgetary allocations for initiatives that incorporate climate related security risks.
  • Examine extent to which missions’ reports, code cables and conflict analysis reports reference climate related security risks.
  • In summary of the above, consolidate trends and content which refer to climate related security risk.


    Deliverables and Timeline

    The Consultant will:

  • Incorporate the evaluation questions into an
    analytical framework to review the documents by 19th August 2022
  • Develop a matrix of the relevant information extracted from each report as per the analytical framework by 09th September 2022.
  • Produce an analytical report on the incorporation of climate related security risks at UNMISS, UNSOM, UNOWAS, MINUSMA, MONUSCO, UNISFA, UNAMA and UNFICYP by 30th September 2022.
  • Be available for a video discussion for any clarification on and revisions of the submitted outputs
  • OIOS daily fees for junior to-mid-level evaluation consultants range from 180 USD to 250 USD per day (rates will be determined based on candidate skills and experience as well as complexity of the assignment).

    Requirements

  • Degree in peace and conflict studies/political science/social sciences/economics/or any related field.
  • Minimum 3 years of experience in qualitative research, preferably in peacekeeping/ peacebuilding contexts.
  • Very good analytical, synthesis and report writing skills.
  • Knowledge of the UN and especially the Peace & Security pillar is highly desirable.
  • Knowledge of climate change/science and/or environment is desirable.
  • English proficiency. French will be an asset.
