United Nations Environment Programme Senior Programme Management Officer Jobs in Kenya; The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda.
Through resolution “End plastic pollution: Towards an international legally binding instrument” (UNEP/EA5/L23/REV.1), UNEA requested the convening of an Intergovernmental Negotiating Committee (INC) to develop a legally binding instrument on plastic pollution.
This position is located at UNEP/INC in Nairobi, under the direct supervision of the Executive Secretary.
Responsibilities
Assist in framing strategic priorities and programme of work:
Support the Executive Secretary in promoting a culture of results by coordinating implementation of the Secretariat’s programme of work
Represent the Executive Secretary at international, regional, and national meetings, providing programmatic/substantive expertise
Assist in preparing the Secretariat’s work plan, determining priorities, and allocating resources for timely delivery of outputs
Oversee day-to-day management of Secretariat activities
Undertake programmatic/administrative tasks including budgets, reporting, staff performance evaluation, recruitment, and results-based budgeting
Manage, guide, and train staff under supervision
Lead team efforts to collect and analyze data for data-driven planning and reporting
Assist in servicing INC sessions:
Coordinate technical and substantive input to the INC process, including preparation of documentation ahead of sessions
Coordinate cross-organizational task team “Circle of Excellence” for drafting and advising on meeting documents
Provide substantive inputs (science, legal, cross-disciplinary knowledge) to the process
Ensure accurate coverage of sessions by report-writers, resulting in precise meeting reports
Coordinate with Administrative Officer on meeting requirements (rooms, interpretation, facilities)
Monitor activities of the Secretariat:
Ensure implementation of gender mainstreaming guidelines
Direct research and programme evaluation, presenting information from diverse sources
Coordinate policy development, review assessments, and undertake survey initiatives
Supervise preparation of written outputs (background papers, reports, publications)
Manage outreach activities, training workshops, seminars, and presentations
Lead field missions, providing guidance to consultants and government officials
Collect and analyze data to identify trends and provide insights for decision-making

Education
Advanced university degree (Master’s or Doctorate) in business administration, management, law, economics, or related field required
First-level degree with two additional years of relevant work experience may be accepted
Completion of degree/non-degree programs in data analytics, business analytics, or data science desirable
Work Experience
Minimum 10 years of progressively responsible experience in project/programme management, administration, or related area required
Demonstrated managerial experience in international, regional, or government organizations required
Experience in developing/implementing environmental programmes/projects involving multiple partners required
Experience in leading teams and fostering teamwork required
Experience supporting multilateral environmental agreement negotiations required
Experience working in or with developing countries desirable
Experience providing policy advice or technical cooperation services to government authorities desirable
Experience with UN system or institutions addressing plastic pollution desirable
Experience in data analytics desirable
Languages
English required
French working language of the UN Secretariat
