United Nations Environment Programme Senior Programme Management Assistant Jobs in Kenya;UNEP is the leading global environmental authority that sets the global environmental agenda, promotes coherent implementation of the environmental dimension of sustainable development within the UN system and serves as an authoritative advocate for the global environment.

This position supports the Nature Frameworks Support Unit (NFSU) in the Biodiversity and Land Branch, Ecosystems Division. NFSU assists countries in delivering commitments under the Convention on Biological Diversity (CBD), the UN Convention to Combat Desertification (UNCCD) and other Multilateral Environmental Agreements.

Responsibilities

Programme Assistance & General Administration

  • Provide full programme/project management and implementation assistance.

  • Draft agreements, budget contributions and grants.

  • Research, compile and present programme/project information.

  • Track resolutions and legislative decisions affecting programme content.

  • Review and appraise submissions for compliance with objectives.

  • Draft newsletters, reports, briefings and correspondence.

  • Serve as focal point for coordination, monitoring and evaluation.

  • Prepare terms of reference, clearances and follow‑up actions.

  • Arrange project closures, final budget revisions and reports.

  • Provide secretariat services to committees and task forces.

  • Undertake mission/field work as required.

  • Establish and manage internal databases and information systems.

  • Assist with data collection, analysis and visualization.

    Budget & Finance
  • Assist in preparation and development of work programme and budget.

  • Liaise with funding agencies and arrange financing modalities.

  • Draft budgets and forecasts, prepare monitoring checklists.

  • Monitor commitments, verify charges, reconcile accounts and prepare revisions.

    Human Resources Management
  • Coordinate actions related to human resource activities.

  • Maintain vacancy announcement files and track status.

  • Review and process personnel actions through Umoja.

  • Advise staff on visa matters and conditions of service.

  • Monitor staffing tables for HR activities.

    Contract
    Administration
  • Administer contracts with external contractors.

  • Audit invoices against goods/services provided.

  • Process contractor payments and monitor.

  • Prepare and process UNEP forms and permissions for staff.

  • Perform other duties as assigned.

    Competencies

  • Professionalism: Knowledge of programme/project administration, budgeting and evaluation. Ability to analyze financial data, design databases and apply judgment.

  • Teamwork: Works collaboratively, values input and supports group decisions.

  • Planning & Organizing: Develops clear goals, sets priorities, allocates resources and monitors progress.

    Education

  • High school diploma or equivalent required.

  • Training in project administration, finance, budget or HR desirable.

    Work Experience

  • Minimum 10 years’ experience in programme/project administration or related area required.

  • Reduced to 8 years for candidates with first‑level university degree or higher.

  • Experience with ERP systems (e.g., Umoja) required.

  • Experience applying UN staff rules and regulations desirable.

  • Experience with Multilateral Environmental Agreements (e.g., CBD) desirable.

  • Experience with global funds such as GEF desirable.

  • UN common system or similar international organization experience desirable.

  • One year or more of experience in data analytics desirable.

    Languages

  • English required.

  • French desirable.
