United Nations Environment Programme Senior Information System Officer Jobs in Kenya

The Chief Digital Office (CDO) provides vision, standards, and governance for digital products, enterprise platforms, data and AI.This position is located in Nairobi and reports directly to the Chief Digital Officer, leading a team of technical professionals specialized in infrastructure and DevOps.

Responsibilities

Strategic Infrastructure and DevOps Leadership:

Provide authoritative technical and policy advice on enterprise infrastructure, cloud strategy, platform engineering, and DevOps

Oversee design, build, and operation of UNEP-wide infrastructure platforms supporting mission-critical applications and data systems

Define and promote infrastructure-as-code, CI/CD, monitoring, and automated testing practices

Prepare and monitor budgets and spending plans for infrastructure initiatives

Develop secure and sustainable infrastructure solutions for large-scale, multi-source data ingestion and high-availability services

Act as Chair of UNEP-wide ICT Solutions Group to drive standards and alignment with UN Secretariat ICT directions

Infrastructure Operations, Cloud and Cybersecurity Oversight:

Establish and improve UNEP’s infrastructure standards, procedures, and practices

Lead design and management of hybrid infrastructure topologies (cloud, on-premises, partner-hosted)

Oversee information security management and ensure compliance with UN policies and international standards

Ensure infrastructure projects meet time, cost, and quality parameters while minimizing duplication

Data Platforms, Integration and Automation:

Lead design and lifecycle management of large-scale data platforms using modern ETL/ELT approaches

Oversee enterprise data lakes, warehouses, and storage/compute layers supporting analytics and AI/ML workloads

Promote automation and orchestration of data pipelines and infrastructure (containers, Kubernetes, workflow engines)

Collaborate with application development and environmental data teams to align infrastructure with business needs

Leadership, Vendor Management and Field Coordination:

Lead UNEP’s corporate infrastructure, systems, network, cloud, and DevOps teams across HQ, OAHs, and MEA secretariats

Plan and allocate work assignments; mentor and evaluate staff; foster culture of automation and security-by-design

Manage multiple ICT projects involving complex integrations and external partners

Source and manage service

providers; establish and monitor SLAs

Coordination with UN System ICT Bodies:

Liaise with UN HQ OICT to align UNEP’s infrastructure with Secretariat ICT strategy

Represent UNEP on UN ICT committees and working groups (cloud, cybersecurity, data management)

Lead team efforts to analyze operational data for capacity planning, incident reduction, and cost optimization

Ensure authorized users can discover, access, integrate, and share data effectively

Education

Advanced university degree (Master’s or Doctorate) in computer science, information systems, engineering, or related field required

First-level degree with two additional years of qualifying experience may be accepted

Job-Specific Qualification

Certifications in cloud architecture (AWS, Azure, GCP), Kubernetes/containers, ITIL, CISSP/CISM, DevOps/DevSecOps desirable

Work Experience

Minimum 10 years of experience in enterprise ICT infrastructure planning, design, and lifecycle management required

Experience leading infrastructure/DevOps teams in large-scale, secure environments required

Experience designing and operating complex data platforms (data lakes/warehouses) required

Experience with CI/CD pipelines, infrastructure-as-code, and monitoring desirable

Experience developing ICT strategies and governance frameworks desirable

Experience in UN Common System or similar international organizations desirable

Experience in data science, analytics, or deploying AI models in production desirable

Languages

English required

French is a working language of the UN Secretariat
