Duties and Responsibilities
Project Design and Development
Verify documents for accuracy, consistency, and compliance.
Assist in preparation of budgets for project documents.
Initiate banking details setup for executing agencies.
Facilitate disbursement of funds to executing agencies.
Project Implementation
Provide guidance to Executing Agencies on financial reporting templates.
Track circulation of new project internalizations and revisions.
Prepare fund documents for budget allocations in ERP system.
Review expenditure reports for validity, accuracy, and availability of funds.
Process expenditure recording and follow up on outstanding reports.
Utilize finance dashboard to monitor reporting and advise on anomalies.
Process cash advances, remittances, and authorizations.
Notify payees on payment status and investigate complaints.
Review and guide budget revisions.
Ensure standardized templates across Executing Agencies.
Create SSAs, POs, Travel Requests, and advances.
Assist in reconciliation of project accounts against audit certificates.
Inform Executing Agencies of upcoming reporting requirements.
Project Evaluation and Closure
Update project database with revision/closure information.
Provide financial information for PIR, mid‑term, and terminal evaluations.
Assist in preparation of completion and closing revisions.
Prepare requests for refund of unspent balances.
General
Review work processes to improve efficiency.
Develop flowcharts for financial and project contract processes.
Provide general administrative support.
Maintain and archive project files.
Draft routine correspondence on financial and budget matters.
Perform other related duties as assigned.
Qualifications / Special Skills
High school diploma or equivalent.
Professional qualification in Business Administration, Accounting or Finance required.
CPA, CA, or equivalent certification desirable.
Minimum 7 years progressive experience in finance, budget, accounting (5 years with first‑level degree).
Experience in grant management and donor reporting required.
Experience analyzing financial data and reports required.
Proven ERP experience (UMOJA) required.
UN financial rules/regulations and IPSAS standards desirable.
One year or more in data analytics desirable.
Languages
Fluency in oral and written English required.
Knowledge of French desirable.
