United Nations Environment Programme Principal Evaluator Jobs in Kenya ;Conduct an in‑depth Terminal Evaluation of the UNEP/GCF project Enhancing Climate Resilience of Water Sector in Bahrain. Apply participatory, mixed‑method approaches to assess project achievements, outcomes and impacts, ensuring independence, methodological rigor and stakeholder engagement throughout the evaluation process.
Responsibilities
Inception Phase
Conduct preliminary desk review and introductory interviews.
Draft reconstructed Theory of Change and evaluation framework.
Develop desk review, interview and survey protocols.
Plan evaluation schedule and prepare Inception Report.
Data Collection & Analysis
Undertake in‑depth interviews with implementing agencies and stakeholders.
Conduct evaluation missions to selected sites (as agreed).
Ensure independence and confidentiality of interviews.
Report progress regularly to Evaluation Manager.
Reporting Phase
Draft Main Evaluation Report consistent with UNEP guidelines.
Incorporate comments and finalize report for approval.
Prepare Response to Comments annex and Evaluation Brief (2‑page summary).
Managing Relations
Maintain positive stakeholder relationships while ensuring independence.
Communicate promptly with Evaluation Manager on issues requiring attention.
Project Context
The Kingdom of Bahrain faces severe water scarcity and high vulnerability to climate change. The project addresses climate‑related risks to water resources and institutional constraints in managing those risks. It strengthens the Water Resources Council, improves evidence‑based decision‑making and supports climate‑informed water
management to enhance national resilience.
Requirements
Education
Advanced degree required • Bachelor’s plus two years’ experience acceptable.
Experience
Minimum 10 years in professional evaluation.
Experience leading country‑level evaluations and engaging government institutions.
Proficiency in Theory of Change and mixed‑method evaluation methodologies.
Evaluation experience in climate adaptation, water management and resilience projects.
Experience in the Middle East and with GCF‑financed projects desirable.
Familiarity with UN system and UNEP’s work desirable.
Languages
Fluency in English required • Knowledge of Arabic desirable.
Safeguards & Conduct
Must sign Evaluation Consultant Code of Conduct Agreement Form.
Maintain independence from participating institutions.
Adhere to UNEP evaluation standards and ethical guidelines.
