United Nations Environment Programme Principal Evaluator Jobs in Kenya;Conduct a Strategic Evaluation of UNEP’s project and programme communications (2021–2026). Assess performance, inform communications within the Medium‑Term Strategy (2026–2029), and generate learning and recommendations to strengthen communication dimensions in UNEP projects.

Responsibilities

Inception Phase

  • Conduct desk review and interviews with staff.

  • Draft causal pathways for project communication.

  • Develop methods and analytical tools, including digital tools.

  • Prepare annotated table of contents and protocols.

  • Plan evaluation schedule and prepare Inception Report.

    Data Collection & Analysis Phase

  • Present synthesised findings and annex case study material.

  • Interview project teams, Communication Division, PPD, Regional Offices, Legal Unit and Chief Digital Officer.

  • Ensure independence and confidentiality of interviews.

  • Report progress to Evaluation Manager and keep Focal Point informed.

    Reporting Phase

  • Draft Main Evaluation Report, ensuring coherence and consistency.

  • Liaise with Evaluation Manager on comments and finalize report.

  • Prepare Response to Comments annex.

  • Prepare Evaluation Brief (2‑page summary) if agreed.

    Managing Relations

  • Maintain positive relationships with stakeholders.

  • Ensure participatory yet independent evaluation process.

  • Communicate promptly with Evaluation Manager on issues.

    Requirements

  • Advanced
    degree in environmental sciences, development, social sciences or communication.

  • Minimum 10 years’ evaluation experience, including large/global programmes.

  • Experience with programme/project design and management desirable.

  • Understanding of media, advocacy and communication in development contexts desirable.

  • Knowledge of UN system and UNEP’s work desirable.

  • Fluency in English required; French or Spanish desirable.

    Contract Conditions

  • Consultancy contract through UNEP Evaluation Office.

  • Principal Evaluator must be independent and sign Evaluation Consultant Code of Conduct.

  • Comprehensive terms of reference provided separately.
