United Nations Environment Programme planetGOLD Consultant Jobs in Kenya; Recruitment of an international consultant to support the development of the Programme Framework Document (PFD) and annexes for planetGOLD Programme Phase 4. The programme will help participating countries reduce and eliminate mercury use in artisanal and small‑scale gold mining (ASGM) through a holistic approach that:
Strengthens formalization.
Improves access to finance.
Promotes mercury‑free technologies and responsible practices.
Advances responsible and traceable gold supply chains.
Integrates gender and safeguards considerations.
Contributes to implementation of Parties’ obligations under the Minamata Convention on Mercury.
Reporting Lines
Under the overall supervision of the Head, GEF Chemicals and Green Chemistry Unit.
Reports directly to the GEF Task Manager for the planetGOLD portfolio.
Final deliverables approved by the Portfolio Manager, GEF Chemicals and Green Chemistry Unit.
Specific Duties & Responsibilities
Coordinate, receive and analyse reports, information and data from partners, governments, executing agencies and ASGM stakeholders.
Develop baseline scenario and identify barriers to mercury reduction and elimination in ASGM.
Design programme objective, components, outcomes, outputs, child projects, activities and Theory of Change (ToC).
Assist UNEP Task Manager with budgeting, co‑financing and implementation arrangements.
Draft the PFD and annexes, including child project annexes, in line with UNEP and GEF requirements.
Address UNEP internal review
and GEF Secretariat comments.
Support preparation of Project Preparation Grant (PPG) request and related materials.
Qualifications / Special Skills
Advanced university degree in Environmental Sciences or related field (international relations, law, political/social science, environmental studies, environmental/industrial/chemical engineering).
First‑level degree plus two additional years of experience may be accepted.
Minimum 7 years’ experience in project/programme management at international level.
Working knowledge of donor‑funded projects and programmes.
Experience preparing GEF and/or UNEP project documents desirable.
Experience in environmental, chemicals, mercury or ASGM programmes desirable (formalization, finance, mercury‑free technologies, responsible supply chains, safeguards, gender mainstreaming).
Languages
Fluency in English, with strong drafting/writing skills, is essential.
Working knowledge of French is desirable.
