United Nations Environment Programme Mid-Term Reviewer – Palau project Jobs in Kenya; The consultant will conduct the Mid‑Term Review (MTR) of two UNEP‑implemented GEF projects:

Facilitating biodiversity conservation by enhancing aquaculture policy, planning, management, and production (Palau)

Mainstreaming marine and coastal natural capital assessment and accounting into Viet Nam’s development planning for blue economic growth

The review will assess achievements at mid‑term, identify challenges, and recommend corrective measures to strengthen project implementation, monitoring, and resource allocation.

Key Responsibilities

Inception Phase

  • Conduct desk review and introductory interviews.

  • Prepare review framework in line with UNEP evaluation guidelines.

  • Identify stakeholders and develop interview matrix.

  • Plan review schedule and prepare MTR Inception Report.

    Data Collection & Analysis

  • Conduct desk review and in‑depth interviews with agencies, partners, and stakeholders.

  • Undertake field missions to Palau and Viet Nam (approx. 7 days each).

  • Report progress regularly to Task Manager.

    Reporting Phase

  • Draft MTR Review Reports consistent with UNEP guidelines.

  • Liaise with Task Manager on comments and finalize reports.

  • Prepare Response to Comments annex.

    Managing Relations

  • Maintain positive stakeholder relationships while ensuring independence.

  • Communicate promptly with Task Manager on issues requiring intervention.

    Deliverables

  • Inception Report (framework, stakeholder analysis, schedule).

  • Preliminary Findings Note (PowerPoint).

  • Draft
    and Final Review Reports (executive summary, findings, lessons, recommendations, ratings table).

    Qualifications & Special Skills

  • Advanced university degree in Environmental Sciences, International Development, or relevant Social Sciences (Mandatory).

  • First‑level degree with 2 additional years of experience acceptable.

  • Minimum 7 years’ technical/evaluation experience, preferably with large regional/global programmes and Theory of Change approach.

  • Experience in GEF Biodiversity projects desirable.

  • Knowledge of UN system, preferably UNEP, desirable.

  • Professional experience in biodiversity conservation in Asia‑Pacific required.

  • Experience in aquaculture and marine/coastal natural capital assessment desirable.

    Languages

  • Fluency in English (oral and written) required.

  • Strong writing and editing skills mandatory.
