United Nations Environment Programme Midterm Review Consultant – GEF FARM Programme Jobs in Kenya; The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the UN system, and serves as an authoritative advocate for the global environment.
The overall objective of UNEP’s Economy Division is to encourage decision‑makers in government, local authorities, and industry to adopt policies, strategies, and technologies that promote sustainable consumption and production, efficient use of natural resources, safe management of chemicals, and mutually supportive trade and environment policies.
The GEF Chemicals and Green Chemistry Unit of the Chemicals and Health Branch manages all GEF projects implemented by UNEP in the Chemicals and Waste focal area. UNEP, as the implementing agency, is tasked to carry out Midterm Reviews (MTRs) of eligible projects.
Result of Service
Conduct a Midterm Review for the child project “FARM: Strengthening investment for adoption of alternatives and sustainable management of agrochemicals and agricultural plastics in Africa and Latin America through pilots in Kenya and Uruguay” (GEF ID 10902).
Reporting Lines
Report directly to the UNEP GEF C&GC Task Manager.
Final deliverables approved by the GEF C&GC Portfolio Manager.
Specific Duties and Responsibilities
Conduct the MTR for FARM Kenya & Uruguay in coordination with the Lead Review Consultant for the FARM Programme.
Track progress toward child project outcomes, outputs, and Global Environmental Benefits.
Provide inputs that inform the overall FARM Programme MTR.
Address country‑level implementation challenges, coordination issues, and
alignment with programmatic reporting.
Provide concise recommendations for corrective actions and lessons for replication.
Use participatory methods, keeping stakeholders informed and consulted.
Provide geo‑referenced maps and photographs of intervention sites.
Undertake desk review of project documents, reports, and evaluations.
Conduct online interviews with UNEP, FAO, GEF Secretariat, and other stakeholders.
Draft, revise, and finalize the MTR report in line with UNEP Evaluation Policy.
Submit final report and presentation to the Task Manager.
Liaise with UNEP GEF C&GC Unit teams in Nairobi and Geneva for progress updates.
Qualifications / Special Skills
Bachelor’s Degree in Environmental Sciences/Engineering, Social Sciences, International Development, or related area (required).
Advanced Degree in same areas (desirable).
Minimum 5 years of technical/evaluation experience in projects and programmatic approaches.
Experience evaluating UNEP and/or GEF projects (desirable).
Broad understanding of agricultural chemicals and plastics management issues.
Working knowledge of the UN system and UNEP (desirable).
Languages
Fluency in English and Spanish (required).
