United Nations Environment Programme Lead Midterm Review Consultant Jobs in Kenya; The consultant will serve as the Lead Review Consultant, conducting the Midterm Reviews for the FARM Global Child Project (GEF ID 10903) as well as the FARM Programme, in coordination with review consultants from other FARM child projects. The role involves overall review management, compilation, technical oversight, and finalization of evaluation reports, ensuring alignment with UNEP Evaluation Policy, Programme Manual, and GEF guidance.

Specific Duties And Responsibilities

  • Conduct coordinated Midterm Reviews for the FARM Global Child Project and the FARM Programme.

  • Track progress toward project‑level outcomes/outputs and Global Environmental Benefits.

  • Review programme‑level outcomes, design, and Theory of Change.

  • Assess governance and coordination mechanisms across the programme.

  • Analyse programme progress, coherence across agencies/countries, and alignment with GEF, UNEP, and Global Framework on Chemicals commitments.

  • Synthesize crosscutting findings from child project MTRs.

  • Identify systemic risks, bottlenecks, and opportunities for scale‑up.

  • Formulate strategic recommendations for the remainder of the programme.

  • Provide geo‑referenced maps and photographs of key intervention sites.

  • Maintain close communication with project teams and stakeholders throughout the review process.

    Review Methodology

  • Desk review of project documentation, design documents, work plans, budgets, reports, evaluations, and draft MTRs of other FARM child projects.

  • Conduct online interviews with UNEP FARM Programme Lead, project managers, executing agencies, implementing agencies (UNDP, UNIDO, ADB), UNEP Fund Management Officer, GEF Secretariat, and GEF Independent Evaluation Office.

  • Draft and finalize Project MTR Report and Programmatic MTR Report
    following UNEP evaluation office requirements.

  • Revise reports based on stakeholder comments and submit final versions with a presentation to the Task Manager.

  • Liaise with UNEP GEF Chemicals & Green Chemistry Unit teams in Nairobi and Geneva for regular updates.

  • Arrange interpretation/translation services as needed.

    Qualifications / Special Skills

  • Advanced university degree (Master’s or equivalent) in environmental sciences, international development, chemicals and waste, or related fields.

  • First‑level degree with two (2) additional years of qualifying experience may be accepted.

  • Minimum fifteen (15) years of technical/evaluation experience in projects and programmatic approaches.

  • Experience evaluating UNEP and/or GEF projects desirable.

  • Broad understanding of agricultural chemicals and plastics management issues related to policy, institutional frameworks, and value chains.

  • Working knowledge of the UN system and UNEP desirable.

    Languages

  • Fluency in English required.

  • Working knowledge of other UN languages, including Spanish, is an asset.
