United Nations Environment Programme Institutional Capacity Development Consultant Jobs in Kenya; The United Nations Environment Programme (UNEP) administers the Nairobi Convention for the Protection, Management and Development of the Coastal and Marine Environment of the Western Indian Ocean (WIO). Under the Sustainable Western Indian Ocean Programme (SWIOP), UNEP seeks a consultant to undertake a structured capacity needs assessment for ocean governance actors and develop a comprehensive capacity building programme. This assignment contributes to strengthening regional and national capacities to coordinate and collaborate on shared ocean governance.

Key Responsibilities

  • Develop an inception report with detailed workplan and stakeholder engagement plan.

  • Conduct a comprehensive capacity needs assessment for Regional Ocean Governance Strategy (ROGS) implementation structures.

  • Prepare a capacity development programme to address identified priorities.

  • Develop training materials/tools and lead a three‑day in‑person regional training workshop (Q1 2027).

  • Produce a workshop report and update the needs assessment and capacity development programme with inputs.

    Qualifications & Experience

  • Advanced university degree (Master’s or equivalent) in Environmental Governance, Natural Resources Management, Education, or related discipline.

  • Minimum 5 years’ professional experience in complex national/regional multi‑stakeholder change processes.

  • At least 4 years’ experience in
    marine and coastal‑related projects.

  • Broad knowledge of ocean governance topics in the WIO region and specific knowledge of ROGS.

  • Experience engaging WIO ocean governance actors virtually and in‑person.

  • Expertise in leading regional consultation processes, designing capacity building programmes, and facilitating/documenting trainings.

  • Strong technical writing and critical review skills.

  • Ability to deliver quality assignments under short timelines with minimal supervision.

    Languages

    Fluency in English required; knowledge of French an added advantage.
