United Nations Environment Programme Evaluation Specialist Jobs in Kenya; The Evaluation Specialist will assist the Principal Evaluator to ensure that all evaluation criteria and questions are adequately covered. Both consultants will work under the overall responsibility of the Evaluation Office, represented by an Evaluation Manager, in consultation with the UNEP Task Manager, Fund Management Officer, and Subprogramme Coordinator.
Responsibilities
Inception Phase
Conduct preliminary desk review and introductory interviews with project staff.
Draft the reconstructed Theory of Change of PCA II.
Prepare the evaluation framework, desk review, interview protocols, and survey protocols (if relevant).
Develop and present criteria for country/site selection for evaluation missions.
Plan the evaluation schedule and prepare the Inception Report, incorporating comments until approved by the Evaluation Manager.
Data Collection and Analysis Phase
Conduct further desk review and in-depth interviews with implementing/executing agencies, partners, and stakeholders.
Undertake evaluation missions to selected countries, visit project locations, and interview stakeholders, ensuring independence and confidentiality.
Prepare case studies of selected projects/grants.
Review and summarize findings from completed evaluations/reviews.
Report regularly to the Evaluation Manager and keep the Project/Task Manager informed of progress.
Engage stakeholders in discussions on emerging findings and present preliminary results.
Reporting Phase
Draft the Main Evaluation Report, ensuring coherence and consistency with Evaluation Office guidelines.
Liaise with the Evaluation Manager on comments received and finalize the report.
Prepare a Response to Comments annex, listing rejected comments with
reasons.
Summarize key evaluation findings and lessons.
Present evaluation findings to key stakeholders.
Managing Relations
Maintain positive relationships with evaluation stakeholders, ensuring participatory yet independent processes.
Communicate promptly with the Evaluation Manager on issues requiring attention.
Qualifications / Special Skills
Advanced university degree (Master’s or equivalent) in environmental sciences, international development, or relevant political/social sciences required.
First-level university degree with two (2) additional years of qualifying experience may be accepted in lieu of advanced degree.
Minimum of seven (7) years of technical and/or evaluation experience, preferably including large, regional, or global programmes, multilateral framework projects, and Theory of Change approaches required.
Experience evaluating EU-funded projects/programmes desirable.
Experience in programme/project design and management, partnerships development, and knowledge management desirable.
Knowledge of the UN system and UNEP’s work, including Multilateral Environmental Agreements (MEAs), desirable.
Languages
English required.
French desirable.
