United Nations Environment Programme Evaluation Consultant – Terminal Evaluation of UNEP/GEF CBIT Jobs in Kenya

Duties & Responsibilities

Reporting Phase

Draft the Main Evaluation Report, ensuring completeness, coherence and consistency with Evaluation Manager guidelines.

Liaise with the Evaluation Manager on comments received and finalize the report until approved.

Prepare a Response to Comments annex, listing rejected comments with reasons.

Where agreed, prepare a two‑page Evaluation Brief summarizing key findings and lessons.

Managing Relations

Maintain positive relationships with evaluation stakeholders, ensuring participatory yet independent processes.

Communicate promptly with the Evaluation Manager on issues requiring attention.

Independence & Conduct

Consultant must have had no prior involvement in project formulation or implementation.

Sign the Evaluation Consultant Code of Conduct Agreement Form.

Selected and recruited by UNEP Evaluation Office through consultancy contract.

Comprehensive Terms of Reference will be shared separately.

Qualifications / Special Skills

Advanced university degree (Master’s or equivalent) in environmental sciences, international development or relevant political/social sciences (required).

First‑level degree with two additional years of qualifying experience may be accepted in lieu of advanced degree.

Minimum 10 years’ technical/evaluation experience, preferably including large, regional or global programmes and Theory of Change approaches (required).

Broad understanding of Multilateral Environmental Agreements (MEAs) related to climate change (desirable).

Knowledge of the UN system and UNEP’s work (desirable).
