United Nations Environment Programme Evaluation Consultant Jobs in Kenya; The Evaluation Consultant will work under the overall responsibility of the Evaluation Office, represented by an Evaluation Manager, in consultation with the UNEP Task Manager, Project Manager, Fund Management Officer, and Sub-programme Coordinator for Nature Action.
The consultant will manage the evaluation process, ensuring independence, timely provision of outputs, and adherence to UNEP’s Evaluation Office guidelines.
Responsibilities
Inception Phase:
Conduct preliminary desk review and introductory interviews with project staff
Draft reconstructed Theory of Change of the project
Prepare evaluation framework and protocols (desk review, interviews, surveys)
Develop criteria for country/site selection for evaluation missions
Plan evaluation schedule and prepare Inception Report, incorporating feedback until approved
Data Collection and Analysis Phase:
Conduct desk reviews and in-depth interviews with implementing/executing agencies, partners, and stakeholders
Where appropriate, conduct evaluation missions to selected countries, visiting project sites and interviewing stakeholders, including local communities
Ensure independence of evaluation and confidentiality of interviews
Report progress regularly to the Evaluation Manager and keep Project/Task Manager informed
Reporting Phase:
Draft Main Evaluation Report, ensuring coherence and consistency with guidelines
Incorporate comments from Evaluation Manager until approval
Prepare Response to Comments annex, explaining any rejected feedback
Where agreed, prepare Evaluation Brief (2-page summary of findings and
lessons)
Managing Relations:
Maintain positive relationships with stakeholders, ensuring participatory yet independent evaluation process
Communicate promptly with Evaluation Manager on issues requiring attention
Sign Evaluation Consultant Code of Conduct Agreement Form to ensure independence
Qualifications / Special Skills
Education:
First-level university degree in environmental sciences, international development, or relevant political/social sciences required
Advanced degree in same areas desirable
Experience:
Minimum 9 years of technical/evaluation experience required, preferably including large, regional, or global programmes using Theory of Change approach
Broad understanding of community-based natural resource management and/or protected areas management desirable
Working knowledge of UN system, especially UNEP, an added advantage
Languages
Fluency in oral and written English and French required
