United Nations Environment Programme Customs Training Consultant - HPMP Stage II Jobs in Kenya;UNEP seeks a qualified consultant to support delivery and implementation of customs training activities under Ghana’s HCFC Phase‑out Management Plan (HPMP) Stage II. The consultant will strengthen national capacity to control illegal trade in HCFCs and other ozone‑depleting substances through training, enforcement, and capacity‑building interventions.

Responsibilities

Planning & Coordination

  • Submit detailed work plan and schedule for all training workshops.

  • Coordinate with Ghana’s National Ozone Unit (NOU), Customs Division, and relevant agencies for planning and logistics.

    Training Delivery

  • Conduct five workshops for 10 customs officer trainers at five ports of entry, including refrigerant identifier training.

  • Develop and update training materials (presentations, case studies, SOPs, demonstration modules).

    Reporting & Evaluation

  • Prepare detailed reports for each workshop, including gender‑disaggregated data, pre/post evaluations, findings, and recommendations.

  • Submit comprehensive final report summarizing activities, results, lessons learned, and recommendations for future enforcement strengthening.

    Qualifications & Special Skills

  • Master’s Degree in Engineering, Environmental Science, or related field (Mandatory).

  • First‑level degree with 2 additional years of experience acceptable.

  • Minimum 5 years’ experience in environmental management, customs enforcement, engineering, or related field (Mandatory).

  • Practical experience in customs capacity building, enforcement of environmental regulations, or border control procedures.

  • Experience with national customs authorities, enforcement agencies, or ODS control systems highly desirable.

  • Strong technical knowledge of ozone‑depleting substances (HCFCs), trade control measures, and refrigerant identification technologies.

  • Experience supporting Montreal Protocol activities or HCFC phase‑out strategies an advantage.

    Languages

  • Fluency in English required.
