United Nations Environment Programme Consultant for the Mid Term Review of Saint Kitts and Nevis Energy Efficiency Jobs in Kenya ;The United Nations Environment Programme (UNEP) is seeking a Consultant to conduct the mid‑term and terminal review of the GEF‑7 project “Achieving a rapid decarbonization of the energy sector in Saint Kitts and Nevis.” The role will provide independent evaluation, evidence‑based recommendations, and ensure adherence to GEF and UNEP evaluation guidelines.

Key Responsibilities

Review Leadership

  • Author and lead the mid‑term and terminal review in line with GEF and UNEP policies.

  • Undertake full responsibility for preparing the final report in English.

  • Evaluate all project elements in accordance with UNEP Evaluation Office guidance.

    Data Collection & Analysis

  • Conduct desk review of project documents, workplans, budgets, supervision plans, theory of change, problem tree, logical framework, reports, audits, and correspondence.

  • Review evaluations of similar projects for comparative insights.

  • Organize and lead a mission to Saint Kitts and Nevis in agreement with UNEP.

    Stakeholder Engagement

  • Conduct interviews with UNEP Task Manager, Project Manager, Administrative Officer, steering committee, and stakeholders including government agencies, utilities, banks, NGOs, and educational institutions.

  • Triangulate information from multiple sources; clearly document findings and analysis.

    Deliverables

  • Mid‑term findings and recommendations
    based on sound evidence.

  • Final reports prepared in UNEP Evaluation Office templates.

  • Documentation of evaluative judgments with transparent analysis.

    Qualifications

  • Advanced degree (Master’s or higher) in management, business administration, economics, engineering, energy, or related field.

  • First‑level degree with two additional years of experience may be accepted.

  • Minimum 5 years’ experience working on technical aspects of development projects in Latin America.

  • Experience working with national governments in Latin America required.

  • Experience in evaluation and monitoring of development projects desirable.

    Languages

  • Fluency in oral and written Spanish and English required.

  • French desirable.
